<br />4.17 Parking for the office/warehouse facility is provided along the east side of the site, which <br />will be the front entry to the building. Trucks will access along the same drive lane, but <br />their access to the structure is on the west side of the building, which will require the <br />trucks to drive in for loading and unloading. <br /> <br />4.18 The structure will be of similar materials to that of Abra, including color impregnated or <br />stained-on-site panels similar to the Opus Gateway project. The Casci building will also <br />use pre-finished metal and anodized window and door frames. <br /> <br />4.19 The structure as proposed is 90 feet wide (north to south) and 80 feet deep (east to west), <br />and will have an approximate height of 20 feet. <br /> <br />4.20 Trash and recyclables will be contained in an independent enclosure that has a roof and <br />access gates. This structure lies in the southeast comer of the rear truck access drive. <br /> <br />5.0 POLICY (Comprehensive Plan Consistency) & FISCAL IMPLICATIONS: <br /> <br />· Chapter 3, Section IV of the Roseville Comprehensive Plan encourages <br />redevelopment and clean-up of outdated commercial/industrial buildings and <br />properties. <br /> <br />· Planning District 10 and the Tower Place Master Plan encourages a diversity of <br />redevelopment uses and job opportunities, with redevelopment to be completed <br />on a market-driven schedule. <br /> <br />5.1 Increase in Market Value: The Community Development Staff has estimated that the <br />market value of the two proposed developments will more than triple the property's <br />current $460,000 market value. <br /> <br />5.2 Jobs: The applicants have estimated that Abra will employ 20 to 25 people, 95% of <br />whom are full time employees who earn $20,000 to $80,000 per year, with over half the <br />employees earning over $50,000 per year. The Casci development will retain the 5 <br />existing employees. The net new jobs to Roseville is 20 - 25. <br /> <br />6.0 PROJECT IMPACTS: <br /> <br />6.1 Daily vehicle counts on County Road Care 16,000, with an anticipated volume of 17,300 <br />by 2010 and 18,700 by 2020. The applicant has estimated that the Abra facility will have <br />a peak hour volume of 26 trips and a daily movement of 224 vehicles. Staff has <br />estimated the Casci site will have an average daily traffic volume of 20 to 30 vehicles and <br />a very limited peak hour movement. This project will have no significant impact on <br />existing traffic movement.
