<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Section 1004.0lA6 of the Roseville City Code (Maximum Total Surface Area) affords <br />each residential property owner up to 30% impervious coverage on a lot/parcel, based <br />upon the total lot size. Base on this requirement the Sutliff property could not exceed <br />3,065 square feet of impervious coverage without an approved variance. However, the <br />Sutliff parcel currently has an estimated 3,401 square feet of impervious coverage or an <br />overage of 336 square feet. <br /> <br />4.2 The Sutliff home, a rambler, was constructed in 1959 and is situated on a 10,216 square <br />foot (estimated) parcel. The home has an estimated footprint of 1,356 square feet; a <br />detached garage of 506 square feet; a detached accessory building of 374 square feet; and <br />a driveway of 1,165 square feet. This gives the Sutliff property an existing coverage of <br />3,401 square feet or 33.3%. <br /> <br />4.3 The proposed 480 square foot addition would extend the southeast portion of the home <br />into the rear yard adjacent the garage and includes an expanded kitchen, new family <br />room, screened porch and laundry room. Based on the submitted building plans the <br />addition would be 6 feet from the garage. <br /> <br />4.4 The proposal by Mr. Sutliff (living area addition and replacement of accessory building <br />with garden shed) will increase the parcel's impervious coverage from an existing <br />condition (estimated) of3,40l square feet (33.3%) to 3,587 square feet (35.1%), thus <br />requiring a variance of 522 square feet (the difference from allowed 3,065 to proposed <br />3,587). <br /> <br />4.5 Variance Conditions Proposed: <br /> <br />SECTION 1004.01A6 <br />Code Requirement Existing Proposed Variance <br />(lot coveraQ:e) Condition Condition Reauested <br />30% 33.3% 35.1% 5% <br />3,065 sq. ft. 3,401 sq. ft. 3,587 sq. ft. 522 sa. ft. <br /> <br />4.6 In 1998 (effective Jan 1, 1999) the City of Roseville amended Section 1004 of the City <br />Code to include a maximum lot coverage limit of 30% for all single and two family <br />residential properties. This code modification was a direct result of changes in State Law <br />pertaining to storm water rate and quality control. <br /> <br />4.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The Sutliff parcel has no option available when considering added imperious coverage, <br />due to the existing legal pre-existing non-conforming condition, except to remove <br />existing structures or driveway. <br /> <br />PF3487 ReA 061603 - Page 2 of 5 <br />
