<br />5.2 Staff has reviewed the development proposal with regard to the criteria in Section <br />10l3.0l.D of the Roseville Zoning Ordinance and concludes the proposal meets these <br />criteria. Specifically, a detached accessory building is a permitted use in an R-l District. <br />The proposed detached garage will not create additional traffic nor the need for <br />additional public facilities. With proper exterior building treatment, drainage, and <br />landscaping, the building will not have an impact on surrounding property or values. <br />There appears to be no impact on general health, safety, and public welfare. In addition, <br />the project complies with the Comprehensive Plan designation as low density residential <br />uses. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staff recommends approval ofa CONDITIONAL USE <br />PERMIT for Ms. Mary Brown to allow the construction of a 949 square foot detached <br />Accessory building (garage) in the rear yard of property at 2185 St. Croix Street, subject <br />to the following conditions: <br /> <br />A. The detached accessory building being limited to a size not to exceed 949 square feet. <br />The existing building must be removed from the site. <br /> <br />B. Gutters being installed to properly direct storm water into the rear yard (east) and away <br />from 2377 County Road B. <br /> <br />C. Windows being installed along the south building wall of the detached accessory building <br />to break up the linear mass as viewed from 377 County Road B. <br /> <br />D. The accessory building being setback a minimum of 5 feet from the side and rear <br />property line. <br /> <br />E. The parcel being limited to a maximum impervious coverage of 5,759 square feet. <br /> <br />F. The review and approval of a building permit being consistent with the approved plans <br />and conditional use permit. <br /> <br />G. This conditional use permit shall expire 6 months after approval if a building permit has <br />not been issued (Section 1013.03). <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On July 9, 2003, the Roseville Planning Commission held the public hearing regarding <br />the Brown conditional use permit request. No citizens were present to address the <br />Commission and the Commission had no specific questions of staff or the applicant <br />except clarification on the required setbacks and the permitted versus conditional use <br />process. <br /> <br />PF3493 - ReA 072103 - Page 3 of 4 <br />
