4.0 REVIEW of REQUEST:

4.1 Ms. Brown seeks to replace an aging detached garage with a larger, more functional
detached garage in a similar location of her rear yard.

4.2 The Brown home was originally built in 1931 and is situated on an 80.99 foot wide by
237.01 foot deep (19,196 square foot) parcel. This parcel has a rear yard allowance (per
City Code) of972 square feet and an impervious coverage of5,759 square feet.

4.3 The City Planner has estimated the existing parcel includes a principal structure at 1,093
square feet; a detached garage of 576 square feet; and driveway/sidewalk at 2.928 square
feet, for a total existing impervious coverage of 4,597 square feet. The proposal to
remove the existing detached garage and replace it with a larger (949 sq. ft.) detached
garage will increase the total impervious coverage on the parcel to 4,970 square feet,
which is below the 5,759 square foot maximum allowed by the Code.

4.4 Section 1004.0lA4 requires a conditional use permit for a accessory structures exceeding
864 square feet in size, up to a maximum of 1,008 square feet, subject to meeting the
following criteria:

· Impact on traffic

· Impacts on parks, streets and'other public facilities

· Compatibility of the site plan, internal circulation, landscaping and structure
with contiguous properties

· Impact of the use on market value of contiguous properties

· Impact on the general public health, safety and welfare

· Compatibility with the City's Comprehensive Plan

5.0 STAFF COMMENTS/FINDINGS:

5.1 Section 1004.01A4 of the Roseville City Code (Requirements for Increased Size) reads:
"the size of detached accessory buildings may be increased from a total of 864 square
feet to 1,008 square feet. A public hearing and approval of a conditional use permit in
accordance with Section 1013.01 of this Title, and provided all other applicable
provisions of this section are met, is necessary. Conditions may be attached to the permit
to mitigate the impact on adjacent properties, including, but not limited to, increased
setbacks, landscape screening, architectural color and detail requirements, drainage
provisions, and limited additional exterior storage.

PF3493 - ReA 072103 - Page 2 of 4
