<br /> <br />The Community Development Staff has determined that the plight of the <br />landowner is due to circumstances unique to the property not created by the <br />landowner. <br /> <br />C. The variance, if granted, will not alter the essential character of the locality: <br /> <br />The improvement proposed for the Gregg parcel will not be out of character or <br />with the neighborhood. The area has a number of accessory buildings in rear <br />yards and a few lots that exceed the impervious coverage requirement. <br /> <br />The Community Development Staff has determined that this variance, if <br />granted, will not alter the essential character of the locality, nor adversely <br />affect the public health, safety, or general welfare, of the city or adjacent <br />properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the infoffi1ation provided and the findings in Section 5 of this project report, the <br />City Planner recommends approval of a 377 square foot VARIANCE to Section <br />I 004.01A6 of the Roseville City Code for Gregg Norman to allow the construction of a <br />detached accessory building (storage building) in his rear yard at1137 County Road B2, <br />subject to the following conditions: <br /> <br />A. The property being limited to a maximum impervious coverage of 3,581 square <br />feet or 33.5%. <br /> <br />B. The detached accessory building being Iimited to the storage of residential (not <br />commercial) equipment, material, seasonally used recreationaI vehicle or a <br />seasonally driven vehicle or collectable. <br /> <br />C. The detached accessory buiIding (storage building) being limited to a maximum <br />size of 20 feet by 24 feet or 480 sq. ft <br /> <br />D. The removal of the concrete slab on the east side of the garage (estimated at 132 <br />square feet) to reduce the parcel's overall impervious coverage and improve <br />drainage to the east. <br /> <br />E. Boat and equipment storage being contained within the rear yard accessory <br />building or existing attached garage and not in the rear yard or driveway. <br /> <br />F.
