DATE:06/16/03
ITEM NO:Vll. A.

Item Description:

City Ma~ Approval
-Jl.J ~

Req~est by_ City Staff for consideration of a monopole antenna
the City Hall campus (PF3496).

Agenda Section:
Land 'Use

Department Approval:
TP/DS/CM

tower on

1.0 BACKGROUND:

1,1 In April 2003, the City Planner met with Paul Harrington (Carlson & Harrington) to
review and discuss options available in the Central Park area for locating a monopole
(single pole antenna) for their client Sprint PCS. Specifically, Sprint desires a tower to
provide service to an objective area that covers Central Park and extends northeast to the
Lake Owasso area.

1.2 Since the April meeting, the Community Development, Public Works, and the Finance
Departments, and the City Manager, have been working with Carlson & Harrington on
the potential for locating a monopole on the City Hall Campus. Staff concluded that
locating a tower on the City Hall Campus would have the least amOlmt of impact on
adjacent residents and could afford the City co-location of general and emergency
communication devises.

I ,3 City Staff has detennined that no existing City or private sites are available to Sprint or
other conununication providers in and around the Central Park area. Specifically, these
areas are zoned residential, which zone does afford private conunercial towers or
antennas. Further, the City Hall Campus could be designated by the City Council as a
City Site, allowing Sprint, the City and up to three other communication providers a
specific location for communication devices.

2.0 CITY CODE REQUIREMENTS:

2.1 Section 1012.10A3 (Commercial Antenna and Towers - City Sites) reads: "Commercial
receiving or transmitting antennas and towers regardless of height or size with the
exception of satellite dish antennas shall connect to and use the City tower sites if use of
such facility is technically feasible."

2.2 Section 10 12.1 OA4 (Conunercial Antennas and Towers - Non-City Sites) reads:
"Commercial receiving or transmitting antennas and towers not located on a City tower
site shall be a conditional use permit. Commercial receiving and transmitting antenna
and towers may be only located in B, Business or I, Industrial districts. The City may
establish pennit review periods, tower termination, time limits, or an amortization
schedule specifying the year in which the tower shall be taken down by he applicant or
assignee. A performance bond or other surety may be requires by the City in order to
assure removal of the tower at a specified date."

PF3496 . ReA 06/16/03 .
