and/or the a tower or antenna the COUIICil
designates a specific as a Site. detem1ination affords an applicant such a
Sprint PCS to proceed through the pennitting process and does not require a public
hearing or a conditional use permit, if the tower or antenna they use is located on a City
Council designated City Site.

3.0 REVIEW of OPTIONS:

3.1 Staff has reviewed the "new" City Hall Campus plan and concludes that the most
practical location for a telecommunication tower is directly east of the Public Works
Maintenance Building adjacent and within the newly designed and expanded storage
area. Staff, with the assistance of Ankeny Kell Architects, has detennined that a tower
with up to four separate users can be located in the in an area (see attached site plan).

3.2 Staff has also requested Mr. Harrington provide photos taken from specific locations
arOlmd City Hall and superimpose a tower w/communication devices at a height of 100
feet, 120 feet, and 150 feet (see attachments).

3.3 As a comparison to the height options, the light poles at the John Rose Oval are 70 feet
tall; the large electrical transmission towers along County Road Care 137 feet tall; the
communication tower at Reservoir Woods is 150 feet tall; and the communication tower
adjacent the water tower at Fire Station Number 2 is 180 feet tall.

4.0 SUGGESTED COUNCIL ACTION:

4.1 Direct staff as to whether the Council supports the City Hall Campus as a City Site under
Section 1012.1 OA3 of the Roseville City, specifically identifying a site for the future
installation of a monopole communication tower.

4.2 Determine the appropriate height of any tower/antenna to be installed on the City Hall
Campus, understanding that the City Code suggests that towers and antennas be created
to allow joint usage. The height options are 100 feet, 120 feet, and 150 feet.

Prepared by: Thomas Paschke (65 1-490-2236)
Attachments: Location map, narrative, site plan, aerial photo.

PF3496 .
