Plannin2: File 3501: Request by Mark Koenig, 466 Hilltop Avenue, for a <br />variance to Section 1004.0lA6 (Maximum Total Surface Area) of the <br />Roseville City Code to allow the construction of a 22 foot by 24 foot (528 <br />square foot) detached accessory building (garage) in the rear yard and to <br />replace and expand the existing driveway. <br /> <br />Chairman Jim Mulder opened the hearing and requested City Planner Thomas <br />Paschke to provide a verbal summary of the staff written report dated July 9, <br />2003. <br /> <br />Mr. Paschke explained that Mark Koenig, 466 Hilltop Avenue, was seeking <br />approval ofa variance to Section 1004.0lA6 (Maximum Total Surface Area) and <br />1004.02D5 (Dwelling Dimensions Side Yard Setback) of the Roseville City <br />Code to allow the construction of a detached garage 2 feet from the side yard <br />property line and increased impervious coverage to 2,574 sq. ft. or 38%. <br /> <br />Mark Koenig has submitted a proposal to replace an existing detached accessory <br />building and replace/expand the paved surface on the parcel. The proposal seeks <br />approval for the construction of a 528 sq. ft. garage and 592 sq. ft of increased <br />impervious coverage. He also seeks approval to locate the garage and driveway <br />two feet from the side yard property line. <br /> <br />The proposed improvements, a 528 sq. ft. detached garage, a 176 sq. ft. parking <br />slab behind the garage, and 637 sq. ft of replaced and additional driveway, <br />increases the parcel's impervious coverage to 2,574 sq. ft. or 38.1 %, requiring a <br />two variances before a building permit can be issued. <br /> <br />Based on the information provided and the findings in Section 5 of this project <br />report, the Community Development Staff recommended approval of a 400 <br />square foot (5.3%) variance, approximately a 3% reduction from proposals, to <br />Section 1004.0lA6 and a 3 foot side yard variance to Section 1004.02D5 and <br />703.04B9 of the Roseville City Code for Mark Koenig to allow the construction <br />of a detached accessory building in the rear yard and increased paved surface area <br />at 466 Hilltop Avenue, subject to the following conditions: <br /> <br />a. The parcel being limited to an impervious coverage maximum of2,382 <br />square feet or 35.3%. <br />b. The detached garage being limited to a size not to exceed 22 feet by 24 <br />feet or 528 square feet. <br />c. The replaced and expanded driveway not exceeding (including existing <br />driveway) a total size of 1,088 square feet. <br />d. The storage slab behind the new garage not exceeding 88 square feet. <br />e. Gutters and downspouts must be installed along the eves of the detached <br />accessory building to direct runoff into the west and south portions of the <br />
