to
Community Development Staff (832 sq. ft.) can be designed to be compatible with the
existing home and neighborhood (hip roof, windows that minimize massing impacts,
building material). Similar projects recently approved by the City Council include
Gutienez; 421 Crescent Lane; Gisvold, 970 Transit Avenue; Stmb, 1275 Burke; and
Norris, 1547 Sextant Avenue. While an attached garage (even to within 5 feet of the
property line) may have been more visually appealing, the Community Development
Staff has determined that a 26 foot by 32 foot (832 sq. ft.) detached accessory
building, if granted, will not alter the essential character of the locality, nor
adversely affect the public health, safety, or general welfare, ofthe city or adjacent
properties.

6.0 STAFF RECOMMENDATION:

6.1 The Community Development Department recommends approval of a VARIANCE to
Section 1004.0 lA 7 (Location) and a 3 foot VARIANCE to Section 1004.02D5 (Dwelling
Dimensions - Side Yard Setback) of the Roseville City Code for Chris Olson to allow the
construction of a detached accessory building in the front yard at 2940 Old Highway 8,
based on the findings in Section 5 and the following conditions:

a. The attached garage being limited to a depth of 26 feet, a length of 32 feet, and an
overall size of 832 sq. ft.

b. A minimum side yard setback not to encroach closer than 7 feet to the side yard
(north) property line.

c. A minimum front yard setback of 30 feet.

d. Impervious coverage being limited to 7,431 square feet.

e. A scaled and detailed site and grading plan (including property lines) being
submitted with the building pem1it application indicating the exact grades and
dimensions of all buildings and hard surfaces (driveway, sidewalk, patio) and the
proposed detached garage and additional driveway design. Should this site plan
be too difficult to create, a property survey will be required in its place.

f. The detached accessory building (garage) shall be limited to the storage of the
owner's vehicles, lawn and garden items, seasonally used recreational vehicles or
items (snowmobiles) and household items. Operation of a home occupation is not
allowed within the garage.

g. Windows, similar in design to the home, being placed on the north, northwest and
southeast building walls to break-up the facade of the stmcture.

PF3549 ReA 032904 - Page 6 of6
