At the meeting the property owners (Chris
& Noelle Olson) and the adjacent property owner were present to address the
Commission.

7.2 Mr. Olson addressed the Commission stating he and his wife had no issues with the
conditions recommended by the City Planner, but that he desired to keep the structure as
far forward (towards the front property line) as possible to appease the neighbor.

7.3 Keith Hauer-Lowe addressed the Commission indicating his objections to the staff
recommendation. Specifically, he indicated that his bedroom lies directly adjacent the
proposed accessory building and that the staff proposed location would create a greater
amount of noise reflection and that that the required garage windows were not a concern.
He also expressed concern over access to the rear yard via the side yard between his
property and the back (north side) of the proposed garage.

7.4 Ms. Dorothy Ohnsorg (2523 Maple lane) stated that she was not opposed to the
applicant's request and noted that garages should not be used for anything but a
residential use.

7.5 The Planning Commission voted (5-1) to recommend approval of a VARIANCE to
Section 1004.01A7 (Location) and a 3 foot VARIANCE to Section 1004.02D5 (Dwelling
Dimensions - Side Yard Setback) of the Roseville City Code for Chris Olson to allow the
construction of a detached accessory building in the front yard at 2940 Old Highway 8,
based on the findings in Section 5 and Conditions listed in Section 6 of the project report
dated March 3, 2004.

PF3549 - ReA 032904 - Page 7 of7
