<br /> <br /> <br /> <br />a. Limit the amount of Twin Lakes' retail to some compromise number of square <br />feet. I suggest 275,000 square feet. REASONS: This is about half the <br />number of square feet of retail originally sought in 2002. Allowing 275,000 <br />sq. ft of retail also means that, even with a Costco, the amount of smaller- <br />scale retail will still exceed the square footage of Costco. <br /> <br />b. Hear a presentation about Costco from Costco to see if you are persuaded that <br />Costco like Target and like the major department store anchors at Rosedale <br />- could be a benefit to Roseville and is not something to be feared. <br /> <br />c. If Costco doesn't work for you, then come forward with the names of other <br />retailers whom you prefer (Target? Lowe's?) so we can explore if they would <br />pay a high enough price for land at Twin Lakes and if they would attract <br />enough affiliated development there to make for a successful proj ect. <br />Similarly, if Rottlund or Ryan don't work for you, then come forward with the <br />names of other housing and office developers whom you prefer and let's see if <br />something can be put together with them. <br /> <br />i. I'm concerned that developers will respond unenthusiastically, if at all, <br />to a City RFP for Twin Lakes. Roseville has chosen not to buy any of <br />the land at Twin Lakes, so we lack site control and have no conspicuous <br />financial investment in the redevelopment parcels. (To be sure, we have <br />spent city money studying and planning for redevelopment, but that is <br />not the same as having city money at risk in land ownership.) It is <br />unusual for a city to issue a Request for Proposals for land the city <br />doesn't own or intend to acquire. It is unusual for developers to respond <br />to the few such requests that are made, perhaps on the theory that if the <br />city has no money in the deal why should the developer? h1 my opinion <br />and experience, it would be highly unlikely for a developer's response to <br />such an RFP to actually lead to a successful redevelopment project. <br />There may be some examples of successful projects that came together <br />under such circumstances but I can't think of one. <br /> <br />ii. Moreover, putting out an RFP for Twin Lakes now says to the <br />development community that, first, the Ryan Companies, and now <br />Rottlund Homes - two substantial, well-respected master developers <br />who have built many successful projects under trying circumstances - <br />have been unable for some reason to achieve Roseville's vision for Twin <br />Lakes. If I'm another developer, and I see that Ryan and Rottlund have <br />been unable to hit the mark, I'm thinking I'll spend my time on other <br />projects, projects with more positive prospects and more signs of being <br />feasible than this project. <br /> <br />d. Direct the development team to prepare design and site guidelines for this <br />Project for Council review and approval. That way the Council is involved in <br />5 <br />
