Consider designating a certain percentage of the new housing at Twin Lakes <br />to be either <br /> <br />i. affordable for persons with below-median incomes to help maintain <br />economic opportunity and diversity within Roseville, or <br /> <br />ii. housing that appeals to families with school age children to help <br />maintain vitality in the community and our schools, or <br /> <br />iii. workforce housing for police officers and firefighters and teachers who <br />can't afford to live where they work. <br /> <br />Though building these types of housing would not help with financing this <br />Project, since everything else being equal these types of housing will likely <br />generate less TIF than more expensive housing, such housing options may <br />help make redevelopment of Twin Lakes more desirable and more beneficial <br />in the eyes of the community. <br /> <br />f. Consider adding community amenities to the Project, such as a public skating <br />area, a fountain, a public sculpture (or other type of public art), or a sledding <br />hill. Like the housing options above, these amenities will make the Project <br />more difficult to finance but perhaps such amenities make the Project more <br />worthwhile for you. <br /> <br />g. Authorize an additional or an enhanced traffic study specifically of the <br />Fairview north, Cleveland north, and County D west segments in this area. <br />One purpose would be to determine where the current traffic is coming from <br />and where it is going to. That way we can begin to identify mitigation <br />strategies for traffic congestion in light of the reality that someday something <br />will replace the blighted truck terminals at Twin Lakes and, more likely than <br />not, those new uses will generate more traffic. <br /> <br />ISSUE II: CAN THE CITY AFFORD TO REDEVELOP TWIN LAKES? <br /> <br />1. No, Twin Lakes redevelopment as it is currently envisioned is not affordable or <br />prudent. The amount ofTIF needed for Twin Lakes as currently envisioned comes <br />close to approximating the total amount of TIF the City has contributed to date for all <br />redevelopment projects in Roseville.
