<br /> <br /> <br /> <br />ITEM NO: <br /> <br />Department Approval: <br />DPW <br /> <br />Manager Approved: <br /> <br />Agenda Section: <br /> <br /> <br />Item Description: Twin Lakes Moratorium to complete Master Plan and Financial <br />Analysis (PF 3552) - SECOND READING ONLY <br /> <br />1.0 REQUESTED ACTION <br /> <br />The Council is asked to consider a second reading of an interim ordinance to allow for more time to <br />complete studies on the impacts of the Twin Lakes Stakeholders and Master Developer's plans, <br />amendment to existing comprehensive plan documents, changes to the Alternative Urban Areas <br />Review (AUAR) and other documents. A land use and finance study is underway that would address <br />many of these issues. The City Attorney reviewed the interim moratorium ordinance for <br />consideration by the Council (see the attached ordinance). After the second reading, the suggested <br />date of adoption by the Council is August 9, 2004. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 A Stakeholders Study of Redevelopment within Twin Lakes has been underway since <br />February of 2004. The final report(s) were received by the Council on July 12, 2004. <br />Approximately 35 people met twice monthly to work with the Master Developer, specialized <br />developers and planning consultant John Shardlow to refine the land uses and development <br />opportunities within the 280 acres Twin Lakes area. Significant change could occur from a <br />high tech mixed use Business Park with 3,000 or more jobs to a residential neighborhood <br />with 3,000 or more residents and limited office and retail. <br /> <br />Based on the discussion by the Council, Stakeholders and Master Developer input (and staff <br />suggestions), a number of issues are being studied in more detail to determine whether <br />additional planning and environmental documents are necessary. The Master Developer and <br />the City must also complete a land use plan, finance plan and a development agreement by <br />March 31, 2005. A moratorium - a halt in the issuance of most permits except safety and <br />maintenance - provides an opportunity to complete the studies without further complication <br />from additional buildings or improvements which could inadvertently alter the Master Plan <br />and process. <br /> <br />2.2 Twin Lakes zoning currently allows for heavy and light industrial uses (1-2 and I-I) as well <br />as business and retail uses (B-1 and B-4). There are a number of current proposals for uses <br />within Twin Lakes that are contrary to the proposals outlined in the City's Master Plan and <br />contrary to the Master Developer's Plan. <br /> <br />PF3552 - ReA (07-26-04) - Page 1 <br />
