3 4 5 6 SECTION 2. Development Moratorium. The Roseville City Council hereby adopts a 7 development moratorium pursuant to M.S. 462.355, Sub. 4, on the receipt of and processing 8 requests rezoning, building permits (except as described in Section l.B), conditional use 9 permits, variances and subdivision of land within the Twin Lakes Master lO Plan area as identified in the general description below and in the 2002 Comprehensive Guide II Plan. l2 13 SECTION 3. Duration of Moratorium. The development moratorium shall commence on the l4 effective date of this ordinance and will continue for one year from the date of adoption unless l5 otherwise terminated or extended by action of the City Council. l6 l7 SECTION 4. Exceptions. The development moratorium shall not apply to permits for life l8 safety, maintenance and repair (including exterior modifications and improvements, which do 19 not extend the building footprint), interim uses, signage, public infrastructure, utilities, public 20 facilities, K-12 schools, and parks. The City's Comprehensive Guide Plan, Official Controls, and 21 Building Code Regulations continue to apply to these exceptions. 22 23 SECTION 5. Enforcement. The City of Roseville may enforce any provision of this ordinance 24 by mandamus, injunction, or any other appropriate civil remedy in any court of competent 25 jurisdiction. 26 27 SECTION 6. Separabilitv. Every section, provision, or part of this ordinance is declared 28 separable from every other section, provision, or part of this ordinance. If any section, provision, 29 or part of this ordinance is adjudged to be invalid by a court of competent jurisdiction, such 30 judgment shall not invalidate any other section, provision, or part of this ordinance. 31 32 SECTION 7. Effective Date. This Ordinance shall be effective upon adoption and publication. 2
