<br />3 <br />4 <br />5 <br />6 SECTION 2. Development Moratorium. The Roseville City Council hereby adopts a <br />7 development moratorium pursuant to M.S. 462.355, Sub. 4, on the receipt of and processing <br />8 requests rezoning, building permits (except as described in Section l.B), conditional use <br />9 permits, variances and subdivision of land within the Twin Lakes Master <br />lO Plan area as identified in the general description below and in the 2002 Comprehensive Guide <br />II Plan. <br />l2 <br />13 SECTION 3. Duration of Moratorium. The development moratorium shall commence on the <br />l4 effective date of this ordinance and will continue for one year from the date of adoption unless <br />l5 otherwise terminated or extended by action of the City Council. <br />l6 <br />l7 SECTION 4. Exceptions. The development moratorium shall not apply to permits for life <br />l8 safety, maintenance and repair (including exterior modifications and improvements, which do <br />19 not extend the building footprint), interim uses, signage, public infrastructure, utilities, public <br />20 facilities, K-12 schools, and parks. The City's Comprehensive Guide Plan, Official Controls, and <br />21 Building Code Regulations continue to apply to these exceptions. <br />22 <br />23 SECTION 5. Enforcement. The City of Roseville may enforce any provision of this ordinance <br />24 by mandamus, injunction, or any other appropriate civil remedy in any court of competent <br />25 jurisdiction. <br />26 <br />27 SECTION 6. Separabilitv. Every section, provision, or part of this ordinance is declared <br />28 separable from every other section, provision, or part of this ordinance. If any section, provision, <br />29 or part of this ordinance is adjudged to be invalid by a court of competent jurisdiction, such <br />30 judgment shall not invalidate any other section, provision, or part of this ordinance. <br />31 <br />32 SECTION 7. Effective Date. This Ordinance shall be effective upon adoption and publication. <br /> <br /> <br />2 <br />
