<br /> <br />3 <br />4 INTERIM ORDINANCE ADOPTING A DEVELOPMENT MORATORIUM FOR <br />5 PROPERTIES LOCATED WITHIN THE TWIN LAKES MASTER PLAN AREA <br />6 <br />7 <br />8 THE CITY OF ROSEVILLE ORDAINS: <br />9 <br />lO SECTION 1. Purpose. The City of Roseville ("City") has established a Twin Lakes <br />II Stakeholders Task Force to review and make recommendations on the Twin Lakes Master Plan. <br />l2 The City and the Master Developer are (or will be) conducting studies and will schedule hearings <br />13 for the purpose of considering amendments to the Twin Lakes Master Plan. <br />l4 <br />l5 A. Pending the completion of the planning studies and the adoption of amendments to its <br />l6 Twin Lakes Master Plan, the Roseville City Council determines that it is in the <br />l7 public's interest to impose a development moratm:h!!!L on the receipt of a!!SL <br />l8 QrQfessing of re~ests fo~ ~~u~r~~~s j except as described in Section l.B, <br />19 below), rezoning, conditional use permits, tHreftmtlSO pcnnits, variances and <br />20 subdivision of land within the Twin Lakes Master Plan area as identified in the <br />21 general description below and in the 2002 Comprehensive Guide Plan. The term <br />22 subdivision as used herein is the separation of an area, parcel or tract of land under <br />23 single ownership into two or more parcels, tracts, lots or long term leasehold interests, <br />24 except those separations specified in Chapter 462.358, Subd. 4 of Minnesota Statutes <br />25 and any amendments thereto. <br />26 <br />27 B. Construction activity within an existing structure, which provides for usability of the <br />28 existing building, life safety improvements or maintenance repairs, including exterior <br />29 modifications and improvements, which do not extend the building footprint, will be <br />30 permitted provided that such improvements are undertaken in compliance with the <br />31 City's Comprehensive Guide Plan, Official Controls and Building Code Regulations. <br />32 <br />33 C. For the past five months, the City has received numerous inquiries from property <br />34 owners and developers regarding the possible future redevelopment of this area. <br />35 Development inquiries and/or proposals include elementary schools, high density <br />36 residential, including apartments, and industrial-trucking activities. <br />37 <br />38 D. The City recognizes that the development or redevelopment of this area is challenging <br />39 due to the number of property owners involved, adjacent land uses and access issues. <br />40 The intent of this moratorium is to provide the City and the Twin Lakes Stakeholders <br />41 Task Force a reasonable period of time to review existing land use and development <br />42 policies and proactively plan for any future development in the area. During the <br />43 moratorium period, the City will facilitate a planning process to review land use plan <br />44 and objectives, work with existing property owners, and consultants, and receive <br />45 input from the surrounding neighborhood. <br />46 <br />47 <br />48 <br />49 <br /> <br />1 <br />
