<br /> <br />OF <br />CITY OF SHOREVIEW <br /> <br />ORDINANCE NO. 751 <br /> <br />AN ORDINANCE ADOPTING A DEVELOPMENT MORATORIUM FOR PROPERTIES IN <br />POLICY DEVELOPMENT AREA #11, THE HODGSON ROAD RESIDENTIAL AREA <br /> <br />The Shoreview City Council ordains that <br /> <br />1.0 Recitals. <br /> <br />A. The City of Shoreview ("City") is conducting studies and will schedule hearings for <br />the purpose of considering amendments to Chapter 200, Development Regulations of <br />the City's Municipal Code. <br /> <br />B. Pending the completion of the planning studies and the adoption of amendments to its <br />Development Regulations, the Shoreview City Council has determined that it will be <br />in the public's interest to impose a development moratorium on the subdivision of <br />land within Policy Development Area #11, the Hodgson Road Residential Area as <br />identified in the 2000 Comprehensive Guide Plan. The term subdivision as used <br />herein is the separation of an area, parcel or tract of land under single ownership into <br />two or more parcels, tracts, lots or long term leasehold interests, except those <br />separations specified in Chapter 462.358, Subd. 4 of Minnesota Statutes and any <br />amendments thereto. <br /> <br />C. Throughout the past several months, the City has received a number of inquiries from <br />property owners and developers regarding the possible future redevelopment of this <br />area. Development proposals have ranged from low-density single family residential <br />to high density residential, including apartments. <br /> <br />D. The City recognizes that the development or redevelopment of this area is challenging <br />due to the number of property owners involved, adjacent land uses and access issues. <br />The intent of the moratorium is to provide the City a reasonable period of time to <br />review existing land use and development policies and pro actively plan for any future <br />development in the area. During this time period, the City will facilitate a planning <br />process to review land use objectives, work with existing property owners and receive <br />input from the surrounding neighborhood. <br /> <br />E. Construction activity within an existing structure, including exterior modifications <br />and improvements will be permitted provided that such improvements are undertaken <br />in compliance with the City's Comprehensive Guide Plan, Official Controls and <br />Development Regulations. <br />
