Unless such <br />impounded animal is reclaimed and removed from the city or issued a permit to allow it to <br />remain in the city or unless the owner petitions the district court for a determination that the <br />animal is exempt from this the animalmay be destroyed or sold seven days following <br />notice to the owner of such animal of its impoundment and this article. Reserved. <br /> <br />ARTICLE HI. DOGS* <br /> <br />DIVISION 1. GENERALLY <br /> <br />Sec. 10-61. Definitions. <br /> <br />The following words, terms and phrases, when used in this article, shall have the meanings <br />ascribed to them in this section, except where the context clearly indicates a different meaning: <br /> <br />Animal shelter means any premises designated by the city administrative authority for the <br />purposes of impounding and caring for dogs held under authority of this article. <br /> <br />Dog means any living dog. <br /> <br />Officer means any person designated by the city manager as an enforcement officer. <br /> <br />Owner means any person owning, keeping or harboring dogs. <br /> <br />Pet shop means any person engaged in the business of feeding, buying, selling or boarding <br />animals of any species. <br /> <br />Restraint. Adog shall be deemed to be under restraint if, when on the premises of the owner, <br />it is kept in an enclosure or on a chain or leash so as to be unable to leave the owner's premises <br />or if, when off the owner's premises, such dog is on a leash and is kept under the control of the <br />accompanymg person. <br /> <br />Veterinary hospital llleans any establishment maintained and operated by a licensed <br />veterinarian for the diagnosis and treatment of diseases and injuries of animals. <br />(Code 1982, S 7-16) <br /> <br />Sec. 10-62. Rules and regulations relating to permits and humane treatment. <br /> <br />The council shall promulgate regulations governing the issuance of permits, and such <br />regulations shall include requirements for humane care of the owner's dogs and for compliance <br /> <br />*State law reference-Dogs, Minn.
