All roof drainage 9 systems shall be secured and hung properly. 10 5. Chimneys, antennae, air vents and other similar projections shall be structurally sound 11 and in good repair. Such projections shall be secured properly where applicable to an 12 exterior wall or exterior roof. 13 6. All foundations shall be structurally sound and in good repair. 14 L. Declaration of Nuisance: The outside parking and storage on residentially-zoned property of 15 vehicles, materials, supplies or equipment not customarily used for residential purposes in 16 violation of the requirements set forth below is declared to be a public nuisance because it: 17 1) obstructs views on streets and private property, 2) creates cluttered and otherwise 18 unsightly areas, 3) introduces commercial advertising signs into areas where commercial 19 advertising signs are otherwise prohibited, 4) decreases adjoining landowners and occupants' 20 enjoyment of their property and neighborhood, and 5) otherwise adversely affects property 21 values and neighborhood patterns. Service vehicles with a manufacturer's rated capacity of 22 two thousand (2,000) pounds or less are exempt from this provision. 23 M. Unlawful Parking and Storage: 24 1. No person may place, store, or allow the placement or storage of ice fish houses, 25 skateboard ramps, play houses, or other similar nonpermanent structures outside 26 continuously for longer than twenty four (24) hours in the front-yard area of residentially- 27 zoned property. 28 2. No person may place, store or allow the placement or storage of pipe, lumber, steel, 29 machinery or similar materials including all materials used in connection with a business, 30 outside on residentially-zoned property. 31 3. No person shall cause, undertake, permit or allow the outside parking and storage of 32 vehicles in residentially-zoned property for more than fourteen (14) days unless it complies 33 with the following requirements: (Ord. 1288,8-4-2003) 34 a. Vehicles which are parked or stored outside shall be on an improved surface as defined 35 in this Code. 36 b. All vehicles, watercraft and other articles stored outside on residential property must 37 be owned by a person who is a legal resident of that property. 38 4. No person, owning, driving or in charge of any vehicle with a manufacturers rated 39 capacity of more than one ton, as specified in Minnesota Statutes, may cause or permit that 40 vehicle to be parked outside or stand continuous for more than two (2) hours on property or 41 public street within a residential zone in the City. 42 N. Exceptions: The prohibitions of this Section shall not apply to the following: 43 1. Any motor truck, pickup truck, or similar vehicle being used by a public utility, moving 44 company, or similar company, which is actually being used to service a residence not 45 belonging to or occupied by the operator of the vehicle. 46 2. Any vehicle which is actually making a pickup or delivery at the location where it is 47 parked. Parking for any period of time beyond the period of time reasonably necessary to 48 make such a pickup or delivery and in excess of the two (2) hour limit shall be unlawful. 3
