<br />4 <br />5 3. or <br />6 kept in good repair and from cracks and defects <br />7 unsightly. <br />8 4. Roof surfaces shall be tight and have no defects which admit water. All roof drainage <br />9 systems shall be secured and hung properly. <br />10 5. Chimneys, antennae, air vents and other similar projections shall be structurally sound <br />11 and in good repair. Such projections shall be secured properly where applicable to an <br />12 exterior wall or exterior roof. <br />13 6. All foundations shall be structurally sound and in good repair. <br />14 L. Declaration of Nuisance: The outside parking and storage on residentially-zoned property of <br />15 vehicles, materials, supplies or equipment not customarily used for residential purposes in <br />16 violation of the requirements set forth below is declared to be a public nuisance because it: <br />17 1) obstructs views on streets and private property, 2) creates cluttered and otherwise <br />18 unsightly areas, 3) introduces commercial advertising signs into areas where commercial <br />19 advertising signs are otherwise prohibited, 4) decreases adjoining landowners and occupants' <br />20 enjoyment of their property and neighborhood, and 5) otherwise adversely affects property <br />21 values and neighborhood patterns. Service vehicles with a manufacturer's rated capacity of <br />22 two thousand (2,000) pounds or less are exempt from this provision. <br />23 M. Unlawful Parking and Storage: <br />24 1. No person may place, store, or allow the placement or storage of ice fish houses, <br />25 skateboard ramps, play houses, or other similar nonpermanent structures outside <br />26 continuously for longer than twenty four (24) hours in the front-yard area of residentially- <br />27 zoned property. <br />28 2. No person may place, store or allow the placement or storage of pipe, lumber, steel, <br />29 machinery or similar materials including all materials used in connection with a business, <br />30 outside on residentially-zoned property. <br />31 3. No person shall cause, undertake, permit or allow the outside parking and storage of <br />32 vehicles in residentially-zoned property for more than fourteen (14) days unless it complies <br />33 with the following requirements: (Ord. 1288,8-4-2003) <br />34 a. Vehicles which are parked or stored outside shall be on an improved surface as defined <br />35 in this Code. <br />36 b. All vehicles, watercraft and other articles stored outside on residential property must <br />37 be owned by a person who is a legal resident of that property. <br />38 4. No person, owning, driving or in charge of any vehicle with a manufacturers rated <br />39 capacity of more than one ton, as specified in Minnesota Statutes, may cause or permit that <br />40 vehicle to be parked outside or stand continuous for more than two (2) hours on property or <br />41 public street within a residential zone in the City. <br />42 N. Exceptions: The prohibitions of this Section shall not apply to the following: <br />43 1. Any motor truck, pickup truck, or similar vehicle being used by a public utility, moving <br />44 company, or similar company, which is actually being used to service a residence not <br />45 belonging to or occupied by the operator of the vehicle. <br />46 2. Any vehicle which is actually making a pickup or delivery at the location where it is <br />47 parked. Parking for any period of time beyond the period of time reasonably necessary to <br />48 make such a pickup or delivery and in excess of the two (2) hour limit shall be unlawful. <br /> <br /> <br />3 <br />
