<br />1 <br />2 PROCEDURES OF THE CITY OF ROSEVILLE VARIANCE BOARD <br /> <br />3 Dated and accepted: April 7, 2004 <br />4 <br />5 Pursuant to Ordinance 1301 (adopted by the Roseville City Council on February 9, <br />6 2004), the Roseville City Code, Title 10, Sections 1014, Subsection1014.04 were amended by <br />7 revising language regarding the designation and operation of the City of Roseville Board of <br />8 Adjustment and Appeals to allow for more efficient use of the Planning Commission and City <br />9 Council meetings and providing more specific review of land use variances, by creating a <br />10 Variance Board and designating three members of the Planning Commission to serve as such <br />11 Board <br />12 <br />13 The City Council shall annually designate three members of the Planning Commission to act as <br />14 the Variance Board pursuant to Minnesota Statutes Chapter 462. Requests for variances shall be <br />15 processed by the community development director or designee in accordance with the provisions of <br />16 chapter 1013 of this title or other relevant section of this code and Minnesota Statutes 15.99. <br />17 <br />18 Election of Officers <br />19 <br />20 At the first regular meeting of the Variance Board following the Council action pursuant <br />21 to City Code Section 1014.04B of each year, the Board shall hold its annual business meeting <br />22 (April). The Commission shall elect a Chair and Vice-Chair from among its members. In the <br />23 event of a resignation, the City Council shall appoint a replacement from among its members of <br />24 the Planning Commission to fulfill the unexpired term. At the meeting, the Board shall also <br />25 review and/or revise its By-Laws. The Variance Board secretary shall be the Community <br />26 Development Director or Director's designee. <br />27 <br />28 Duties of Officers <br />29 <br />30 The Chair shall preside at all meetings and be a regular voting member of the Board. <br />31 <br />32 The Vice-Chair shall preside in the absence of the Chair and the alternate shall be seated <br />33 as a member of the Board. <br />34 <br />35 Minutes shall be approved by the Variance Board at its next business meeting and shall <br />36 not be distributed to the general public until approved. All records shall be made available for <br />37 review at the City Hall. <br />38 <br />39 Quorum <br />40 <br />41 A majority (2) of the total members duly appointed by the City Council to the Variance <br />42 Board shall constitute a quorum. A quorum shall be present for the transaction of any official <br />43 vote or action by the Board. In the event of a lack of a quorum at any regular meeting or duly <br />44 called meeting of the Variance Board, the member present shall continue the hearing(s) and <br />45 extend the 60-day review time line, as necessary. <br />46 <br /> <br />1 <br />
