These standards are applied to new construction as <br />well as enlargements or alterations of existing buildings and/or uses. <br /> <br />6.3 Section 1013.01 outlines the process and standards for issuance ofa conditional use <br />permit. <br /> <br />6.4 In reviewing this request, staff has made the following findings: <br /> <br />1. The development of the site as proposed will have a minimal impact on traffic in <br />the area, as the use of the property will not be changing. <br /> <br />2. The proposed interior renovation of the property as proposed will not have an <br />impact on parks, streets and other public facilities. <br /> <br />3. The redevelopment of the property as proposed (adult day care) will be <br />compatible with contiguous properties. <br /> <br />4. The redevelopment of the property as proposed will not have an adverse impact <br />on the market value of contiguous properties. <br /> <br />5. The redevelopment of the property as proposed will not have an adverse impact <br />on the general public health, safety and welfare. <br /> <br />6. The redevelopment of the property as proposed is consistent with the City of <br />Roseville's Comprehensive Plan and Title 10 of the City Code (Zoning), <br />including the City's design standards, as a pre-existing use. <br /> <br />7.0 ST AFF RECOMMENDATION: <br /> <br />7.1 Based on the findings outlined in Section 6.4 of this report, staff recommends approval of <br />the request for a conditional use permit to allow the operation of an adult day care facility <br />by Akpene Asempa at 1895 Rice Street, subject to the following conditions: <br /> <br />A. The operation (approximately 1,150 sq. ft. with a minimum of 40 sq. ft. per adult <br />and staff present at any time) shall be an adult day care center only. (No children). <br />The center will be operated from 8:00 am to 4:30 pm Monday through Friday. <br />Exterior seating or patio areas must be separated by fence or parking curbs from <br />parking areas. <br /> <br />PF3570 - ReA 06/14/04 - Page 3 of3 <br />
