<br /> <br />I is east <br />Snelling Avenue, West of Fairview Avenue, north of County Road B2 and south of <br />County Road C. The parcel is surrounded by single family homes that are located on <br />multi -dimensional parcels. <br /> <br />4.2 The parcel is located within Comprehensive Planning District 8, where it is designated as <br />Low Density Residential, LR and is zoned R-l, Single Family Residential District. <br /> <br />4.3 Mr. Trudeau owns a double frontage parcel he desires to divide into two parcels. The <br />existing lot, Lot 2, Block 5, Circle View is generally 100 feet wide and 200 feet deep, and <br />is 19,342 sq. ft. in size. <br /> <br />4.4 The proposal by Mr. Trudeau would create two parcels. Parcel "B" would include <br />the existing home and be 100 feet wide by 100 feet deep or 10,006 sq. ft. (91 % of <br />Code requirement) Parcel "A" would be generally 100 feet wide by 96 feet deep or <br />9,336 sq. ft. (85% of Code requirement). Based on this proposal, both Parcel "A" <br />and "B" do not meet the minimum depth (110 feet) requirement and the minimum <br />square footage (11,000 sq. ft.) requirements of Section 1004.016 of the Roseville City <br />Code (see attached land division sheet). <br /> <br />4.5 No new street or utility construction is necessary to serve the proposed division. A sewer <br />and water lateral connection is necessary for Parcel "A" and utility and drainage <br />easements are necessary for each parcel. <br /> <br />5.0 ST AFF COMMENTS/FINDINGS: <br /> <br />5.1 The Trudeau property was platted in 1950 and the home constructed in 1956. The house <br />is located adjacent to Pascal Street, roughly 35 feet from the property line, and lies 13 feet <br />from the north property line and 14 feet from the south property line. The property <br />includes a garden shed that would be removed or relocated, if the request is approved. <br /> <br />5.2 Other lots/parcels in the neighborhood exist that are of a similar shape and double <br />frontage to that which Mr. Trudeau is proposing, specifically 2452 Simpson Street and <br />2445 Pascal Street and 2420 Simpson Street and 2419 Pascal Street. However, it should <br />be noted that the previous parcels meet the lot width, depth and size requirements of the <br />Roseville City Code. It should also be noted that this area of Roseville does not have a <br />standard or universal lot design, due to curved roadways, change in topography from <br />Pascal declining to Simpson, and the decades in which the land was subdivided. <br /> <br />5.3 New Parcel "A" could support a home that meets the setback and impervious coverage <br />requirements of Section 1004 of the Roseville City Code. Specifically the newly created <br />parcel will have a front and yard setback of 30 feet, a side yard setback of 10 feet, and an <br />impervious coverage of 30% or 2,801 sq. ft. <br /> <br />PF3571 ReA 061404 Page 2 of5 <br />
