<br /> <br />. The Church is interested in being a good neighbor. Currently they have a good relation <br />ship with Carl Seidel rental properties and have provided food and gifts for the children <br />and families in those units. <br />. The church is underutilized and they have talked about adding gym space to the west. <br />They have not been able to adequately fund such a project but would be interested in <br />partnering. <br />. The church would like to see the pond at 185 North McCarrons cleaned up and serve as <br />more of an amenity such as walking paths for the area when the site is developed. <br /> <br />Terry Palmer, the representative of the Armory had the following comments: <br /> <br />. The armory site is state owned by The MN Department of Military Affairs and was <br />purchased from the Roseville School District. It is used by the MN National Guard. <br />Typically the Guard properties are within neighborhoods and they have partnered in other <br />areas like Rosemont and Brooklyn Park to build Community facilities with National Guard <br />facilities. <br />. They have no long range plans to change the use of the site and the current site serves their <br />need well for offices and training rooms. There is limited use of outside space and some <br />use of gym space for drills. <br />. They currently do not offer rooms for to other organizations since they lost their custodial <br />services due to budget cuts. If the City or other organizations could partner for custodial <br />services the Armory could possibly open up the space again for community use. <br /> <br />Mark Doneaux, Capitol Region Watershed District (CRWD) commented: <br /> <br />. Currently conducting a water quality project in Villa Park and have worked closely with <br />the Lake McCarrons Neighborhood Association. <br />. The CRWD looks at new developments as an opportunity to improve water quality in the <br />area. <br />. They would be very interested in the retention of the pond but may look at a modification <br />to accommodate development. The pond could not be filled in. <br />. There would be a requirement to treat the water runoff prior to discharge to the pond <br />based upon the new impervious service added due to the development. <br />. The CRWD is silent on land use but will look at the pond and possible impacts due to <br />higher density development and come back with comments and suggestions. <br /> <br />Rice Street Business Owner, Steve Kissel, commented: <br /> <br />. His property is a multi tenant building located at 1899 Rice Street. <br />. The owner does not see this project as a direct impact to the business.
