This neighborhood changes as it expands south into St. Paul <br />. On cusp of cultural change, how to change and accept <br />. ParkView is school of choice <br />. Apartments have worked well (Seidel's 65 units) <br />. New owners on Elmer from Guatemala - living on site, a hopeful sign for improvement <br />. School pick-up sites are communication points <br />. Quiet, restful, but has good community noises - kids (traffic is bad noise) <br />. Boaters, spring to July 15, after which the lake quiets down <br />.. Senior housing needed <br />. It is more a sought-after area, an inner city near: lake, traffic arteries, desirable open <br />space <br />. Residential demand in neighborhood is high and improvement to homes is being done. <br />. Salt box - rambler in north end of neighborhood could be future challenge to stabilize - <br />these small ramblers are hard to remodel <br />. Senior linkage to new housing, bringing new young families into neighborhood <br />. People want to stay here through their life cycle <br />. The general layout of streets, parks, lakes and open space make the neighborhood <br />inviting <br />. Provides easy access to the greater St. Paul and Minneapolis communities. <br />. Apartments are having vacancy problems because of new family housing <br />. Existing apartments are one key to their neighborhood; they cannot slip farther behind or <br />reduce occupancy much more <br /> <br />The Task Force heard from Dennis Guptil the property owner who has owned the site for 4 years <br />and originally thought the site would be best used for 16 townhomes on McCarrons Boulevard <br />and 4 units on Elmer. <br />. Dennis Guptil - bought 4 years ago. Originally he proposed 16 units on the south side, 4 <br />units on the north side. <br />He had an office in the home for one winter. <br />The site could be a good housing use adjacent to church - senior housing? <br />Guptil gave examples of 3 story building, 30 units; some 2 story units, some one <br />story with underground parking, facing the church <br />He explained the school district drainage easement blockage from one pond to <br />another - could be reshaped - currently is 1-2 feet deep, and could be <br />rehabilitated with a change in size. <br /> <br />Final Version <br /> <br />25 <br /> <br />July 26, 2004 <br />
