principles and goals of
natural environment and the community as a whole.

Regarding Phase III, the Planning Commission consensus was to attempt to meet with
adjoining cities to Rice Street to establish common planning concepts. Staff will assist.

Jerome Wagner explained that 60% of the water in McCarrons (in 1965) was
groundwater. Now (2004) it is 30% groundwater and is much more a "surface water
II drainage lake". Can the City incrementally change impervious (surface waste water) to
pervious water? By raising temperature of the top three to four feet of McCarron's water
depth by ten degrees, the quality of water and environment change dramatically.

Chair Mulder closed the public hearing.

Commission members expressed enthusiasm for this plan and planning process. Staff will
attempt to sue this as a model and improve upon it each time.

Staff is to assist the Planning Commission in setting up a meeting with adjoining (Rice
Street) City Planning Commissions.

Motion: Member Bakeman moved, seconded by Member Traynor, to recommend
approval of the McCarrons Neighborhood Master Plan amendment to the City's
Comprehensive Plan as consistent with the goals and policies of the Plan and to refer on
to the City Council for approval.

Ayes: 6
Nays: 0
Motion carried.
-- - -- - -- -- - -- - -- -- - -- - - -- -- - -- -- -- -- - -- -- - -- -- --- -- Page Break- -- - -- - -- - -- -- -- -- -- -- - -- - -- -- - -- -- -- -- - -- -- - - -- ---
