<br /> <br /> <br />the at <br />rezoning seeks to change the current zoning of the parcel from B-4, Retail Office Service <br />District to B-3, General Business District, and to obtain a Conditional Use Permit <br />consistent with 1013.01D of the Roseville City Code, that would allow the construction <br />of a 9,000 sq. ft. structure on the premises for Auto Glass Today, including office, auto <br />service and auto rental. <br /> <br />4.2 The existing parcel of land is currently occupied by an older single family, pre-existing <br />non-conforming residence and the property has a Comprehensive Land Use Map <br />designation ofB, Business. The subject parcel lies within the Comprehensive Plan's <br />Planning District lO. <br /> <br />4.3 To the north of the subject parcel is Burger King and land zoned B-4; to the south is <br />Suburban Animal Hospital and land zoning of B-3; to the west is Interstate 35W; and to <br />the east is the Days Inn and India Palace and land zoned B-3 and two multi-tenant <br />structures and land zoned I-I (Light Industrial). <br /> <br />4.4 The City Planner has reviewed the proposal with respect to the existing and surrounding <br />zoning, as well as for an appropriate zoning, and concluded that the B-3, General <br />Business District is the most appropriate zoning district given the uses proposed and <br />contemplated by the applicant. Specifically, an office is a permitted use in the B-3 <br />District; an automobile service operation is a use pennitted with a Conditional Use Permit <br />in a B-3 District; and an auto rental establishment is a use permitted with a Conditional <br />Use Permit in a B-3 District. It should be noted that Burger King, considered a Class II <br />Restaurant, is not permitted in a B-4 District, but is pennitted in a B-3 District with a <br />Conditional Use Permit. <br /> <br />4.5 Staff estimates that new jobs will not change significantly from the present number by <br />the Auto Service and rental companies, with between 20 and 25 total jobs. <br /> <br />4.6 The estimated building and land value for the project will be in excess of$I,OOO,OOO. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The proposed Auto Glass Today structure is designed as a stand-alone building with up to <br />three tenants. The structure has a proposed footprint of 9,000 square feet, which lies <br />generally in the northeast comer of the parcel. <br /> <br />5.2 The proposed structure would lies roughly 30 feet from the east property line, 80 feet <br />from the west property line, 60 feet from the south property line, and varies from 12 to 40 <br />feet from the north property line. <br /> <br />PF3582 - ReA - 072604 Page 2 of8 <br />
