<br /> <br />5.11 The proposed trash enclosure is located adjacent to the shop entrance, which location is <br />consistent with Section 1010 of the City Code. However, due to some anticipated <br />modifications in building placement on the parcel, the trash enclosure may be configured <br />differently, but still be consistent with City Code. <br /> <br />REVIEW of REZONING: <br /> <br />5.11 Plan Consistency. When reviewing applications to rezone land, the Community <br />Development Department first determines whether the anticipated use and subsequent <br />zoning district designations are consistent with the Roseville Comprehensive Plan. In the <br />case of the Ellison request, the Community Development Department has concluded that <br />the proposed reuse of property for office, auto service, and auto rental & leasing are <br />consistent with the land use map designation of "B", Business. <br /> <br />5.12 Compatible Zoning District and Use. Staff has further determined that office, auto <br />service and auto rental and leasing uses are uses that are best represented by the B-3, <br />General Business District. <br /> <br />5.13 Existing Traffic and Utility Capacity. Staff has determined that the site has adequate <br />traffic and utility support capacity for the intended change in use. <br /> <br />5 .14 Policies. The Community Development Department relies on the Adopted <br />Comprehensive Plan Land Use Goals and Policies as the City Policy by which to <br />formulate a conclusion on whether the rezoning is in the best interest of the City. <br />Specifically, the following sections (in italics) of the Roseville Comprehensive Plan have <br />been found to support this rezoning request: <br /> <br />GOALS & POLICIES - SECTION 3 <br /> <br />II. Community Wide (general) <br /> <br />B. GENERAL LAND USE GOALS: <br /> <br />1. Maintain and improve the community character and identity, encourage <br />projects which strengthen our children, families, and neighborhoods. <br /> <br />3.
