<br /> <br />IV. Commercial Areas <br /> <br />A. COMMERCIAL POLICIES: <br /> <br />I. Encourage the development of a wide range of retail sales and services in <br />the community. Concentrate these uses in existing retail/service areas. <br /> <br />5. Encourage orderly transition of areas from residential to commercial in <br />accord with the Comprehensive Plan. <br /> <br />7. Continue to emphasize and improve site plan review process for public <br />and private development. <br /> <br />8. Cooperate with existing and potential commercial developers in creating <br />efficient site plans with emphasis on efficient access and egress, parking <br />areas, and landscaping. <br /> <br />9. Review all commercial development site plans to ensure quality design, <br />the completion of an adequate amount of site landscaping, and <br />beautification. <br /> <br />IX. Economic Development <br /> <br />A. ECONOMIC DEVELOPMENT POLICIES: <br /> <br />5. Eliminate blighted and polluted soil areas. Assist through TIF as needed <br />and/or facilitate their redevelopment, west of I-35W and in Twin Lakes. <br /> <br />6. Redevelop blighted areas into higher density business centers, creating an <br />enhanced tax and job base. <br /> <br />REVIEW of CONDITIONAL USE PERMIT: <br /> <br />5.15 Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br /> <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d.
