A ground sign, <br />based on the above requirement, must be set back 12 the pylon distance or a minimum of <br />15 feet from a street right-of-way. <br /> <br />4.4 Kindcrberry Hill was constructed in 1986 and is a fully devcloped site, with access from <br />Lovell Lane (private drive) which is also the access to the office condominiums and the <br />Grandview Town Homes. <br /> <br />4.5 The proposed sign would be located directly west of the Kinderberry parking lot adjacent <br />to Lexington Avenue, generally at the tree line. The proposed sign is a "V" design with <br />two sign age faces toward Lexington Avenue. The sign is proposed at seven feet tall and <br />eight feet wide, and would be constructed with concrete, brick and a recessed metal panel, <br />all of which conform to the requirements of Section 1009.08 of the Roseville City Code. <br /> <br />4.6 Lexington Avenue has a boulevard width (distance between the curb edge to property <br />line) of36 feet. Normally this distance is approximately15feet. The existing parking lot <br />lies 15 feet east of the property line. The proposed sign would be placed within the 15 <br />foot setback, directly in front of a portion of the parking lot. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Like the office condominiums just to the south, the Kinderberry Hill parcel is difficult to <br />see when traveling on Lexington Avenue. From the south, existing trees obscure the <br />structure and wall signage and from the north, the slope of Lexington Avenue and a single <br />family home create a slight visual barrier. <br /> <br />5.2 Placement of a ground or monument sign may appear to be simple, but attempting to <br />locate such a sign on a full developed site that is constructed to the maximum required set <br />backs becomes challenging.
