<br /> <br /> <br />to 12 <br />spaces shall be applied as follows; 6 spaces for employees, 6 spaces for customers, and 1 <br />space for each leasable vehicle on display, which varies day to day and on weekends. <br /> <br />REVIEW of CONDITIONAL USE PERMIT: <br /> <br />5.6 Section 1013,01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br /> <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c, Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Comprehensive Plan <br /> <br />5,7 The City Planner has reviewed the proposed reuse of the premises and concluded the <br />proposal of a small vehicle rental and leasing business is a permitted use in a B-3 District, <br />with an approved Conditional Use Permit. The proposed use will not create significant <br />additional traffic on the County Road D or Old Highway 8. County Road D had a 2000 <br />count of 24,000 and is projected to increase to 28,550 by 2020 and Old Highway 8 had a <br />2000 count of 3,350 and is projected to increase to 5,350 by 2020. There is no need for <br />additional public utilities or facilities, which already have capacity for the proposed use. <br />The elimination of the eastern most access along County Road D will create more <br />suitable vehicle circulation and with proper exterior building treatment, landscaping, and <br />parking lot improvements, the building/site will not have an impact on surrounding <br />property or values. There appears to be no impact on general health, safety, and public <br />welfare. In addition, the project complies with the Comprehensive Plan designation as a <br />business use. <br /> <br />5.8 This reuse project will require a building permit and an inspection by the Fire Marshal <br />and Building Official. The proposed reuse will also require the submittal of improvement <br />plans including site, landscape, lighting and signage, which plans must be reviewed and <br />approved by the Development Review Committee prior to the issuance of a building <br />permit. <br /> <br />5.9 The property owner must submit documentation that petroleum tanks have been removed <br />as per Minnesota Pollution Control Agency regulations. <br /> <br />PF3598_RCA_092704 Page 3 of5 <br />
