<br /> <br /> <br /> <br />Item Description: <br /> <br />Manager Approved: Agenda Section <br />PUBLIC HEARING <br /> <br />A request by Cheng Zheng for a MINOR SUBDIVISION on a parcel of <br />land located at 2291 County Road B (PF3601) <br /> <br />Department Approval: <br />TP <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Cheng Zheng, seeks approval of a MINOR SUBDIVISION in accordance with Section <br />11 04.04E to allow the creation an additional legal conforming residential parcel from the <br />property located at 2291 County Road B. Each parcel will meet or exceed all City I <br />size requirements. <br /> <br />2.0 BACKGROUND: <br /> <br /> <br /> <br />2.1 Section 11 04.04E (Three Parcel Minor Subdivision) states: When a subdivision creates <br />total of three (3) or less parcels, situated in an area where public utilities and street rights <br />of way to serve the proposed parcels already exist in accordance with City codes, and no <br />further utility or street extensions are necessary, and the new parcels meet or exceed the <br />size requirements of the zoning code, the applicant may apply for a minor subdivision <br />approval. A City Council public hearing, with notice to property owners within 350 is <br />required. <br /> <br />2.2 Section 1004.016 (Residential Dimensional Requirements) establishes the minimum lot <br />standards for residential parcels, which includes: an 85 foot minimum width along a <br />public right-of-way; a 110 foot minimum depth; and 11,000 minimum square feet. <br /> <br /> <br />2.3 Section 1103.06A reads: the minimum lot dimensions in subdivisions designed for single <br />family detached dwelling developments shall be: (1) 85 feet wide at the established <br />building setback line and on outside curvatures. <br /> <br />2.4 Section 1103.06F states: Side lot lines shall be substantially at right angles or radial to the <br />street line. <br /> <br />2.5 The property located 2291 County Road B is a corner lot with a length of 150 feet along <br />County Road B and length of 23 5 feet along Fulham Street. The Zheng parcel lies <br />directly adjacent to the Stonecrest town home development. The parcel is located in <br />Comprehensive Planning District 11, where it is designated as low density residential, LR <br />and is zoned R-l, Single Family Residential District. <br /> <br />PF3601_RCA_092704.doc Page 1 on <br />
