<br /> <br />4.10 The existing review/approval process does not contain provisions for determining <br />whether a new subdivision or minor subdivision fits into the character of a given location, <br />but rather whether it meets the Comprehensive Plan goals & policies, and whether it <br />meets the minimum zoning standards for single family residential development. <br /> <br />4.11 In the case of the Zheng proposal the City Planner has reviewed the broader area (County <br />Road B to Interstate 35W and Trunk Highway 280 to Cleveland Avenue) to detennine <br />whether other lot divisions have occurred. On Fulham Street alone, there have been 14 <br />new lotslparcels created from their original lots/parcels. Further, this unique area has <br />experienced the creation of 70 new single family residential lots or parcels from former <br />larger parent/original lots or parcels, of which the majority of these divisions occurred <br />after the current policies and requirements were established by the City (1960' sand <br />1970's). Although these lots or parcels are larger than average, it should be noted that the <br />owners/developers of these lots or parcels made a conscience decision to design and <br />subdivide their land to a size that was larger than the minimum policy or standard. <br /> <br />4.12 Also of note is Stone crest - a 22 lot/unit town home development directly west that <br />redeveloped three large parcels. The PUD was approved by the City Council in <br />September 2002. <br /> <br />4.13 Should the request be approved by the City Council, the staff, prior to the applicant's <br />recording with the Ramsey County Recorder, must review a certificate of survey <br />(completed) and a quit claim deed for compliance with the Council's approval. <br /> <br />5.0 STAFF FINDINGS & CONDITIONS: <br /> <br />5.1 In review of the Roseville City Code, the City Planner has concluded that the <br />MINOR SUBDIVISION (as provided by the applicant) proposed under Section <br />1104.04E, meets requirements of Section 1004.016 (Residential Dimensional <br />Requirements), Section 1l03.06Al and Section 11.0406F of the Roseville City Code <br />and the proposed two lot division meets the residential policies of Chapter 4 Land <br />Use ofthe Roseville Comprehensive Plan and Map designation, affording up to 4 <br />units per acre. Specifically, both parcels have a minimum width of 85 feet, a depth of <br />110 feet and a minimum of 11,000 sq. ft. and the proposal is just under 3 units per acre. <br /> <br />5.2 The City policy is to accept park land or cash in lieu ofland dedication for the creation of <br />new lots. Because no park is adjacent or planned near these parcels, it is assumed that the <br />creation of the new parcel will require a fee in lieu of land dedication amounting to <br />$1,000 payable to the City of Roseville, upon issuance of a building permit. <br /> <br />PF3601_RCA_022706.doc Page 3 01'4 <br />
