<br /> <br /> <br />6. <br /> <br /> <br />.. Master to create a <br />unique livable community that blends and public open space <br />with design, circulation gathering spaces. It is the <br />vision of the Plan to "Connect, Balance, and Renew the Neighborhoodfor <br />Betterment of the People in the Neighborhood and the City of Roseville". <br /> <br />II The Plan seeks to create new housing opportunities that will enhance and blend <br />with the existing residential neighborhood, encourage neighborhood investment <br />and pride, and enhance the quality of life throughout the area. <br /> <br />Il The Plan seeks to provide sufficient public and private open space areas <br />throughout the neighborhood that are essential elements of community life and <br />"sense of place" and to provide public connections through streets and <br />pedestrian trails within the neighborhood. <br /> <br />6.3 The Master Plan included several important objectives regarding this specific <br />development They include: <br /> <br />Il Any new development must preserve and enhance the wetland to improve its <br />ten-ain and aesthetic appeal for the overall enjoyment of the community and <br />continue to serve as an integral environmental resource <br /> <br />.. For-sale town homes are recommended for the south side of the site closer to the <br />wetland and a small open space area. Single or multi-level townhomes would <br />attract young professionals or empty nesters having no interest in yard <br />maintenance. Such townhomes are considered an "affordable" purchase or rental <br />alternative to single-family homes and can also serve as a first-time home <br />purchase option <br /> <br />7.0 PROJECT IMPACTS: <br /> <br />7.1 Traffic has previously (Phase 1) been reviewed by the City's traffic and parking <br />consultant Glen Van Wormer (SEH) and is estimated in the Arona-Hamline Master Plan. <br />Generally, the proposed traffic generated from the proposed project (17 units) will not be <br />excessive. Staff estimates that, for the 17 units project, the AM Peak Hour will <br />approximately generate 25 trips, of which 12 trips will use Arona Street and 13 will use <br />Ten-ace Drive. The PM Peak Hour will generate 30 trips, of which 20 will be using <br />Arona Street and 10 will be using Terrace Drive. The Daily Traffic Volume for the entire <br />project will generate 564 total trips, of which 328 will use Arona Street and 236 will use <br />Terrace Drive. The consultants (Glen Van Wormer SEH) analysis for the entire project <br />is attached along with the analysis from the Presbyterian Homes redevelopment proposal. <br /> <br />PF3602RPCA_I00604.doc Page 6 01'6 <br />
