However, Mr. Kloskin desires to include an outdoor service and seasonal storage area on east portion of the premises. 4.2 In 2004 the City Council enacted an Interim Ordinance (moratorium) over all of the Twin Lakes Redevelopment Area that restricts building and property improvements except those approved as an Interim Use Pennit. 4.3 Section 1 012.09A states: The City Council may authorize an Interim Use Permit of property. Interim uses may not be consistent with the land uses designated on the adopted Land Use Plan. They may also fail to meet all of the zoning standards established for the district within which it is located. 4.4 Section 1012.09B states: The City Council may attach conditions to Interim Use Permits. In reviewing Interim use Permit applications, the City will establish a specific date or event that will tenninate the use on the property. The Council will also determine that the approval of the interim use would not result in adverse effects on the public health, safety, and general welfare, and that it will not impose additional costs on the public ifit is necessary for the public to take the property in the future. 5.0 STAFF COMMENTS: 5.1 When approached by Mr. Regan and Mr. Kloskin in August, the City Planner indicated that Boaters Outlet was pemlitted but that outdoor storage would require a conditional use pernlit. However, it appears that there was a misunderstanding regarding outdoor vehicle storage versus material and non-motorized equipment storage, which has resulted in service and seasonal boat storage cun-ently occupying the premises. 5.2 The Roseville City Code, Section 1007.0l5, allows enclosed or screened outdoor storage material and equipment an approved Conditional Pemlit. the past (many years) buses and trailers have been stored on the premises at varying degrees. However, in August 2004, the City Council enacted a moratorium over all property within the Twin Lakes Redevelopment Area. The Council did afford propeliy owners the ability to seek an Interim Use Pernlit for specific uses or improvement projects where only minimal improvements will be added to the site, such as the one desired by Mr. Kloskin. 5.3 Service storage areas are not uncommon when affiliated with vehicle or boat repair. Boaters Outlet is no different. From time to time boats and the engines on them must await parts in order to be repaired. Similarly, a number of boat repair business also include seasonal boat storage for their customers.
