However, Mr. Kloskin desires to include an <br />outdoor service and seasonal storage area on east portion of the premises. <br /> <br />4.2 In 2004 the City Council enacted an Interim Ordinance (moratorium) over all of the Twin <br />Lakes Redevelopment Area that restricts building and property improvements except <br />those approved as an Interim Use Pennit. <br /> <br />4.3 Section 1 012.09A states: The City Council may authorize an Interim Use Permit of <br />property. Interim uses may not be consistent with the land uses designated on the adopted <br />Land Use Plan. They may also fail to meet all of the zoning standards established for the <br />district within which it is located. <br /> <br />4.4 Section 1012.09B states: The City Council may attach conditions to Interim Use Permits. <br />In reviewing Interim use Permit applications, the City will establish a specific date or <br />event that will tenninate the use on the property. The Council will also determine that the <br />approval of the interim use would not result in adverse effects on the public health, safety, <br />and general welfare, and that it will not impose additional costs on the public ifit is <br />necessary for the public to take the property in the future. <br /> <br />5.0 STAFF COMMENTS: <br /> <br />5.1 When approached by Mr. Regan and Mr. Kloskin in August, the City Planner indicated <br />that Boaters Outlet was pemlitted but that outdoor storage would require a conditional <br />use pernlit. However, it appears that there was a misunderstanding regarding outdoor <br />vehicle storage versus material and non-motorized equipment storage, which has resulted <br />in service and seasonal boat storage cun-ently occupying the premises. <br /> <br />5.2 The Roseville City Code, Section 1007.0l5, allows enclosed or screened outdoor storage <br />material and equipment an approved Conditional Pemlit. <br />the past (many years) buses and trailers have been stored on the premises at varying <br />degrees. However, in August 2004, the City Council enacted a moratorium over all <br />property within the Twin Lakes Redevelopment Area. The Council did afford propeliy <br />owners the ability to seek an Interim Use Pernlit for specific uses or improvement <br />projects where only minimal improvements will be added to the site, such as the one <br />desired by Mr. Kloskin. <br /> <br />5.3 Service storage areas are not uncommon when affiliated with vehicle or boat repair. <br />Boaters Outlet is no different. From time to time boats and the engines on them must <br />await parts in order to be repaired. Similarly, a number of boat repair business also <br />include seasonal boat storage for their customers.
