The Community Development interprets machinery sales to <br />include boats, trailers and other non-motorized items that are not covered under new <br />vehicle sales. With that said, the existing chain link fence adjacent to County Road C <br />does not provide the required screening. Specifically the fence must be replaced with a <br />100% opaque fence or chain link with slats (similar to Roseville Collision) a minimum of <br />6 feet in height. The remaining fencing can be used without visual screening, because the <br />area cannot be viewed from a public right-of-way or a private entry or window. <br /> <br />5.7 It is anticipated that within 2 years the moratorium will be lifted, allowing Mr. Kloskin to <br />apply for a Conditional Use Pennit for the storage uses. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 The Community Development Staff recommends approval of a Three Year INTERIM <br />USE PERJ\lIT in accordance with Section 1012.09A and B of the Roseville City Code, <br />for property located at l705 County Road C, subject to the following conditions: <br /> <br />a. 100% Opaque fencing or chain link with slats must be installed to replace the <br />fencing parallel with County Road C and for a minimum of 16 feet along the east <br />property line (see attached diagram). <br /> <br />b. No outdoor display, signage on boats or storage of boats is pern1issible within the <br />front yard and parking lot and all boats parked there cunently must be <br />removed from the parking lot to the storage area. <br /> <br />c. The Interim Use Permit is good for up to three years from the date of Council <br />approval or until after a Conditional Use Pern1it is granted after the rescinding of <br />the cun-ent moratorium (in less than 3 years). <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On November 3,2004, the Roseville Planning Commission held the public hearing <br />regarding Boaters Outlet request.
