5

eastern
is generally located from adjacent to
rear of the parcel and from the east side of the building to the east property
the location where Mr. Koskin desires to have service and seasonal boat storage.

IS

5.5

The parcel and the existing storage is difficult to from any direction.
storage can be viewed minimally from County Road C.

boat

5.6 Section 1007 .03A2 allows outdoor storage "within solid opaque wall or fence" of such
items as: machinery sales. The Community Development interprets machinery sales to
include boats, trailers and other non-motorized items that are not covered under new
vehicle sales. With that said, the existing chain link fence adjacent to County Road C
does not provide the required screening. Specifically the fence must be replaced with a
100% opaque fence or chain link with slats (similar to Roseville Collision) a minimum of
6 feet in height. The remaining fencing can be used without visual screening, because the
area cannot be viewed from a public right-of-way or a private entry or window.

5.7 It is anticipated that within 2 years the moratorium will be lifted, allowing Mr. Kloskin to
apply for a Conditional Use Pennit for the storage uses.

6.0 STAFF RECOMMENDATION:

6.1 The Community Development Staff recommends approval of a Three Year INTERIM
USE PERJ\lIT in accordance with Section 1012.09A and B of the Roseville City Code,
for property located at l705 County Road C, subject to the following conditions:

a. 100% Opaque fencing or chain link with slats must be installed to replace the
fencing parallel with County Road C and for a minimum of 16 feet along the east
property line (see attached diagram).

b. No outdoor display, signage on boats or storage of boats is pern1issible within the
front yard and parking lot and all boats parked there cunently must be
removed from the parking lot to the storage area.

c. The Interim Use Permit is good for up to three years from the date of Council
approval or until after a Conditional Use Pern1it is granted after the rescinding of
the cun-ent moratorium (in less than 3 years).

7.0 PLANNING COMMISSION ACTION:

7.1 On November 3,2004, the Roseville Planning Commission held the public hearing
regarding Boaters Outlet request. No citizens addressed the Commission, however,
Commissioners did have questions of staff regarding the proposal.

PF3603 _ RCA _112204.doc\ Page 3 of 4
