east
a from Inc. (property
& service (repair) use is
in the 1-2, General Industrial District However, Kloskin desires to include an
outdoor storage area on east premIses.

In 2004 the enacted an Ordinance (moratorium) over of the
Lakes Redevelopment Area that restricts building and property improvements
those approved as an Interim Permit

Section 1012.09A states: The City Council may authorize an Interim Permit of
property. Interim uses may not be consistent with the land uses designated on the
adopted Land Use Plan. They may also fail to meet all of the zoning standards
established for the district within which it is located.

4.4 Section 1012.09B states: The City Council may attach conditions to Interim Use Permits.
In reviewing Interim use Permit applications, the City will establish a specific date or
event that will terminate the use on the property. The Council will also determine that
the approval of the interim use would not result in adverse effects on the public health,
safety, and general welfare, and that it will not impose additional costs on the public if it
is necessary for the public to take the property in the future.

5.0 STAFF COMMENTS:

5.1 When approached by Mr. Regan and Mr. K10skin in August, the City Planner indicated
that Boaters Outlet was permitted but that outdoor storage would require a conditional
use permit. However, it appears that there was a misunderstanding regarding outdoor
vehicle storage versus material and non-motorized equipment storage, which has resulted
in service and seasonal boat storage cunently occupying the premises.

5.2 The Roseville City Code, Section 1007.015, allows enclosed or screened outdoor storage
of material and non-motorized equipment with an approved Conditional Use Permit
However, in 2004, the City Council enacted a over all
within the Twin Lakes Redevelopment Area. The Council did afford property owners the
ability to seek an Interim Use Permit for specific uses or improvement projects, such as
the one desired by Mr. Kloskin.

5.3 Service storage areas are not uncommon when affiliated with vehicle or boat repair.
Boaters Outlet is no different. From time to time boats and the engines on them must
await parts in order to be repaired. Similarly, a number of boat repair business also
include seasonal boat storage for their customers. Boaters Outlet had a service and
seasonal storage component at their previous location at County Road C2 and Long Lake
Road.

PF3603RPCA 11 0304.doc\ Page 2 of 3
