Section 1007.03A2 allows outdoor storage "within solid opaque or fence"
items as: machinery sales. The Community Development interprets machinery sales to
include boats, trailers and other non-motorized items that are not covered under new
vehicle sales. With that said, the existing chain link fence adjacent to County Road C
does not provide the required screen. Specifically the fence must be replaced with a
100% opaque fence or chain link with slats (as per Roseville Collision) a minimum of 6
feet in height. The remaining fencing can be used without visual screening.

5.7 It is anticipated that within 2 years the moratorium will be lifted, allowing Mr. Kloskin to
apply for a Conditional Use Permit for the storage uses.

6.0 STAFF RECOMMENDATION:

6.1 The Community Development Staff recommends approval of a Three Year INTERIM
USE PERMIT in accordance with Section 1012.09A and B of the Roseville City Code,
for property located at 1705 County Road C, subject to the following conditions:

a. 100% Opaque fencing or chain link with slats must be installed to replace the
fencing adjacent to County Road C and for 16 feet along the east property line
(see attached diagram).

b. No outdoor display, signage on boats or storage of boats is permissible within the
front yard and the front parking lot and all boats parked there cunently must be
removed form the parking lot to the storage area.

c. The Interim Use Pemlit is good for up to three years from the date of Council
approval or until after a Conditional Use Permit is granted after the rescinding of
the cunent moratorium (in less than 3 years).

7.0 SUGGESTED PLANNING COMMISSION ACTION:

BY MOTION recommend approval of a Three Year INTERIM USE PERMIT in
accordance with Section 1012.06A and B of the Roseville City Code for property located
at 1705 County Road C (portion of the former Fruehauf Trailer) subject to the conditions
of Section 6 of the project report dated November 3, 2004.

Prepared by: Thomas Paschke (651-792-7074)
Attachments: Narrative, property location map, and aerial photo of parceL

PF3603 ~RPCAl10304.doc\ Page 3 of 3
