5.10

created bv the landowner: The property is
in Roseville are at a disadvantage
improvements to
property). In the case of
minimum lot size standard, thus making it to make any or storage
improvements, due to a very limited impervious coverage. In addition, parcel, if one
includes the former accessory structure, exceeds the current impervious coverage
allowance by 445 sq. ft. The proposal to replace an aging accessory structure with a
double stall garage is a reasonable request, especially in at a time when three stall
attached garages are the norm. The Staff has determined that the plight of the
landowner is due to circumstances unique to the property not created by the
landowner.

5.11 The variance. if 2ranted. will not alter the essential character of the localitv: The
increase in impervious coverage from the allowable 2,412 sq. ft. to the proposed 3,557
sq. ft., affording the applicant a 672 sq. ft. detached accessory building (garage) for
vehicle, yard, and general storage and an expanded driveway for access, will not create
an adverse impact on adjacent properties, or the adjacent neighborhood. The Staff has
determined that the allowance of a 1,145 sq. ft VARIANCE to Section 1004.01A6
(Maximum Total Surface Area) of the Roseville City Code will not alter the
essential character ofthe locality, nor adversely affect the public health, safety, or
general welfare, of the city or adjacent properties. It should be noted that the property
directly to the east is of a similar magnitude to that proposed by the Rehnbergs.
Specifically impervious coverage is at or slightly over the proposal. The mix of garages
in the neighborhood is roughly half detached two stall versus Yz detached single stall.
There are also a few attached two stall garages.

6.0 STAFF RECOMMENDATION:

6.1 The Staff recommends approval of a 1,145 sq. ft. VARIANCE to Section 1004.01A6 of
the Roseville City Code to allow the construction of a 672 sq. ft. detached accessory
structure at 1316 Shryer Avenue, based on the findings in Section 5 and the following
conditions:

a. The detached accessory structure shall be limited to a size not to exceed 672 sq.
ft.

b. Total impervious coverage on the parcel shall not exceed 3,557 sq. ft.

c. The new detached accessory structure shall be setback a minimum of 5 feet from
the side yard and rear yard property lines.

PF3606_RVBA_II0304.doc - Page 4 of 4
