<br /> <br /> <br />5, <br /> <br />De:tm.is Welsch <br />Community <br />of Roseville <br />2660 Civic Center <br />Roseville, 113-1899 <br /> <br />RE: Twin Lakes Parkway Corridor Site <br />MPCA Project Number VP13320 <br /> <br />Dear Mr. Welsch: <br /> <br />The Minnesota Pollution Control Agency (rvIPCA) stafiin the Voluntary Investigation and <br />Cleanup (VIC) Unit are working cooperatively with the City ofRo'seville (the City) to <br />investigate area-wide ground water conditions at the proposed Twin Lakes Redevelopment area. <br />This letter provides review comments on the "Supplemental Groundwater Evaluation Report:' <br />(the Supplemental Report) prepared by DPRA Incorporated, dated August 200.4. <br /> <br />The area of investigation for the purposes of the area-wide ground water investigation consists of <br />170 acres approximately bounded to the west by Cleveland Avenue; on the north by County <br />Road C-2; on the east by Fairview Avenue; and on the south by County Road C (the Site). This <br />work is being conducted by the City as part ofthe Twin Lakes Parkway Corridor VIC Site, <br />which originally focused On environmental investigation along County Road C proposed to be <br />redeveloped as a parkway. On August 6, 2003, the City and theMPCA entered into an <br />agreement (Agreement) to establish a framework to facilitate an area--wide ground water <br />investigation across the entire Twin Lakes Redevelopment Area. The purpose of the area-wide <br />investigation, as described in the Agreement is to characterize the hydrogeologic conditions <br />across the extent magnitude of ground water contaminant releases <br />originating within the Site, to identify additional environmental investigation that needs to be <br />performed and to identify properties that are considered appropriately characterized in order to <br />satisfy requirements for issuance of :Land Recycling Act assurances. The goal ofthe area-wide <br />investigation is to evaluate ground water quality conditions .on a larger scale in order to minimize <br />the amount of future additional ground water investigation needed for the issuance of Assurances <br />for individual properties within the redevelopment area. The MPCA VIC Program oversight, <br />and the Agreement, however pertains only to the nonpetroleum releases at the Site. Regulatory <br />oversight for the petroleum releases at the Site will be provided by the :tvIPCA Voluntary <br />Petroleum Investigation and Cleanup Program staff. <br /> <br />Previous investigations related to the area--wide investigation have included the "Limited <br />Environmental Site Assessment" and the "Groundwater Evaluation Report" (GE Report).
