To complete the ground water investigation <br />the perched water units, the ~v1PCA staff makes the following recommendations: <br />lateral and vertical extent of me chlorinated solvent ground water plume at Indian <br />Head parcel should be detennined; b) the perched water in the vicinity ofthe <br />glacial aquifer solvent contamination (near MW-2 and MW-5) should be investigated to <br />detetniine the water-bearing units overlying the glacial aquifer are contaminated. <br /> <br /> <br />2. The extent and magnitude of the glacial ground water contamination identified in <br />monitoring wells MW-2 and MW-5 as documented in the Supplemental Report should be <br />determined. A field investigation designed to jointly characterize both the perched water <br />1imtsand the underlying glacial ground water contamination through the use of <br />hydioprofiling would be one strategy that the City or developer may want to consider in <br />completing this investigation. <br /> <br />3. The 1VfPCAstaff considers th:at the above recommendations are consistent with the intent <br />and the requirements for completing an area-wide ground water investigation pursuant to <br />the Agreement. However, please note that the Agreement also lays out a schedule for <br />completing the area-wide investigation in a phased manner with the understanding that.if <br />the terms are met, the MPCA VIC Program will be able to issue a determination of <br />adequacy ofthe ground water investigation for the Site or a portion of the Site for the <br />purposes of satisfying the requirements of g1l5B.175 Subd. 3(b). For the MPCA VIC <br />staff to provide a deterrnination of adequacy the extent and magnitude of ground water <br />teleases will need to determined. In order to issue a No Action Determination for all or a <br />portion ofthe Site, the ground water releases that this determination will apply will need <br />to be demonstrated to be stable or attenuating, and the risks posed by the releases will <br />need to be evaluated and mitigated or approproately managed if necessary. Please note <br />that a No Action Determination for grolmdwater may have requrements beyond that <br />needed for a determination of adeqllacy of investigation. In the event that the City <br />detennines that specific portions of the area-wide ground water investigation or other <br />parcel-specific ground water investigations"will not be completed by the City or that <br />m'eeting the schedule described within the Agreement will pose difficulties please contact <br />the .MPCA project manager. <br /> <br />4. The Supplemental Report states that there are only six wells with the study area with <br />three wells adjacent to the study area and that two wells are used for domestic water <br />supply, one for industrial purposes, five for commercial purposes, and one well is <br />. . inactive'. The two domestic wells, 200064 and 251283, are just beyond the extent ofthe <br />proposed redevelopment area, to the north and south, respectively. Although, based on <br />the Site ground water data, these wells do not appear to be at risk, the MPCA staff <br />recommend that the City determine the current status and use of these wells and verify <br />
