Ramsey County Business Program - Ramsey County offers gap financing to <br />for-profit commercial, industrial or service start ups or expanding busmesses located in or <br />moving to Ramsey County. Loans are provided generally to $300,000 at interest rates <br />terms more flexible the market. Loans may be made for the purchase of capital <br />equipment integral to the building or manufacturing and production, acquisition of land <br />and/or buildings and building rehabilitation or new construction <br /> <br />. Xcel Energy Assistance: The Xcel Energy Assets Design Assistance Program can provide <br />both up-front energy saving and energy rebates. It has been estimated that buildings over <br />50,000 square feet could see savings between $20,000 - $50,000 annually. In addition, Xeel <br />offers energy rebates for acquiring the most energy-efficient equipment. <br /> <br />Many of the financing sources listed above are based upon competitive application processes, <br />and the receipt ofthose funds cannot be guaranteed. The criteria for many ofthe grants and loans <br />are contingent upon area the type of new development and job generation. <br /> <br />The City of RoseviUe is currently working with Metro Transit to ensure that there is adequate <br />transit to serve the Twin Lakes Business Park. There are other potential programs that can be <br />accessed, such as dedicated buswaysserving reverse commuters from the core cities. <br /> <br />Redevelopment in Rosevilleis accomplished through a Planned Unit Development (PUD) <br />process that requires a rezoning of the land for a specific purpose. ThePUD process provides <br />flexibility with existing codes to allow for mixed uses within a specific area. The process takes <br />approximately 90 days after an application has been submitted to the CommumtyDevelopment <br />Department. <br /> <br />Roseville and its elected officials actively support redevelopment of the Twin Lakes Area based <br />upon the components in the master plan. This support is evidenced by the . long-term financial <br />commitments provided to redevelopment. City representatives would be supportive of assisting <br />in the retention of a long time business in the community and the prospect of increasing quality <br />jobs.
