US Environmental Protection Agency: Roseville is involved with a US EP A Brownfield
Assessment Demonstration Pilot, which provides deferred and/or forgivable loans for
environmental cleanup associated with the redevelopment in Twin Lakes. The amount of
the funds would be based upon any clean up necessary up to a maximum of $475,000.

. Contamination Clean Up Grants: The City of Roseville could apply for contamination
clean-up funds for contaminated sites from the Metropolitan Council's Tax Base
Revitalization Grant and the State Contamination Clean Up Grant Program. These grants are
issued on a semi-annual cycle. The City received the funds and in turn reimburses the
developer for the clean up costs. This would reduce most of any environmental issues that
may develop on the site.

. Customized Training Funds: The Minnesota Jobs Skins Partnership Program provides
grants of up to $400,000 to educational institutions with businesses as partners to develop
training programs specific to business needs. Century College in White Bear Lake works
with this program to provide tailored customized training programs for specific company
needs. In addition, the Hire Education Loan Program provides short-term, no interest
loans of up to $250,000 to Minnesota businesses to assist them in obtaining the training they
need for new or existing employees. Both programs are provided by the State of Minnesota.

. Special Assessment: For new or redevelopment construction, the city may assist in
providing long-term, low-interest financing on any special assessments for storm water
runoff basins, sewer and water extensions, road, curb, gutter, sidewalks and lighting as
needed.

Page Three
