<br />5.0 STAFF <br /> <br /> <br />5.1 vacant is In <br />used for vehicle (over-flow) parking when the office structure was fully occupied and has <br />been used for trailer storage. During the winter months the parcel is used snow <br />storage and a salt storage bunker currently occupies the parcel. <br /> <br /> <br />5.2 Accepting this request would create a heavy industrial use within an appropriately zoned <br />(1-2, General Industrial) area ofRoseville with similar heavy industrial uses. <br />Specifically, to the north is Willamette Industries (light manufacturing and assembly), <br />Old Dutch Foods (snack food processing and distribution) and Triangle Warehouse <br />(distribution/warehouse); to the northwest is Highcrest Center (office, research and <br />development); to the south is Nortstar Financial Forms (office & form printing) and <br />Interstate 35W; to the east is the parking lot for Bonestroo, Rosene, Anderlik & <br />Associates; and to west across Walnut Street is Highcrest Park (office, manufacturing, <br />research, and development). <br /> <br />5.3 The batch and aggregate uses were deleted from the list of permitted industrial uses in <br />2003 (Section 1007) because the few remaining industrial areas in Roseville are close to <br />office and/or residential areas. General concerns would center on noise and vibrations of <br />the crushing, mixing, and hauling operation. However, Shafer has provided data that <br />indicates negligible off site vibrations and noise levels under MPCA requirements. Road <br />construction (specifically at the project site - County Road C) are exempt (by state law) <br />from MnPCA requirements. No EA W or other environmental document is required for <br />this activity. <br /> <br />5.4 In review of the proposal, staff has concluded that utilizing the Terminal Road/Long <br />Lake Road route to and from the project site will create less of an impact and disruption <br />(vehicle conflicts) to the business along Walnut Street. <br /> <br />5,5 The number of trucks necessary to assist in the construction of County Road C would be <br />reduced due to the proximity of the temporary recycling and concrete mixing site. This <br />in turn reduces the amount of fuel used and emits fewer emissions. <br /> <br />5.6 Centralizing the recycling and mixing operation is an efficient and effective manner in <br />which to reconstruct roads, which can reduce overall construction time. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 The Community Development Staff recommends APPROVAL of the INTERIM USE <br />PERMIT for the reasons stated in Section 5 of the project report dated February 2, 2005, <br />subject to the following conditions: <br /> <br />a.
