structure was
been used for trailer storage. During winter months the
storage and a salt storage bunker currently occupies the parcel.

5.

5.2 Accepting this request would create a heavy industrial use within an appropriately zoned
(I-2, General Industrial) area of Roseville with similar heavy industrial uses. Specifically,
to the north is Willamette Industries (light manufacturing and assembly), Old Dutch
Foods (snack food processing and distribution) and Triangle Warehouse
(distribution/warehouse); to the northwest is Highcrest Center (office, research and
development); to the south is Nortstar Financial Fonns (office & form printing) and
Interstate 35W; to the east is the parking lot for Bonestroo, Rosene, Anderlik &
Associates; and to west across Walnut Street is Highcrest Park (office, manufacturing,
research, and development).

5.3 The batch and aggregate uses were deleted from the list of permitted industrial uses in
2003 (Section 1007) because the few remaining industrial areas in Roseville are close to
office and/or residential areas. General concerns would center on noise and vibrations of
the crushing, mixing, and hauling operation. However, Shafer has provided data that
indicates neg.ligible off site vibrations and noise levels under MPCA requirements. Road
construction (specifically at the project site - County Road C) are exempt (by state law)
from MnPCA requirements. No EA W or other environmental document is required for
this activity.

5.4 In review of the proposal, staff has concluded that utilizing the Terminal Road/Long Lake
Road route to and from the project site will create less of an impact and disruption
(vehicle conflicts) to the business along Walnut Street.

5.5 The number oftrucks necessary to assist in the construction of County Road C would be
reduced due to the proximity of the temporary recycling and concrete mixing site. This in
turn reduces the amount of fuel used and emits fewer emissions.

5.6 Centralizing the recycling and mixing operation is an efficient and efIective manner in
which to reconstruct roads, which can reduce overall construction time.

6.0 STAFF RECOMMENDATION:

6.1 The Community Development Staff recommends APPROVAL of the INTERIM USE
PERMIT for the reasons stated in Section 5 of the project report dated February 2,2005,
subject to the following conditions:

a. The temporary recycling of former road base material shall be only from the
County Road C and other affiliated streets.

PF3616_RCA_022805.doc\ Page 301'7
