<br /> <br /> <br />vacant <br />Terminal Road and Commercial as a concrete <br />site affiliated with the County Road C reconstruction project for 2005 and through the <br />summer of2006. <br /> <br />4.2 The submitted narrative identifies the proposed use as a staging yard. Concrete is hauled <br />to the parcel and stockpiled; then recycling units crush the concrete to MnDOT base <br />pavement specifications (byproduct such as rebar is stored for later recycling); the gravel <br />is hauled away and used as road bed sub-base; and lastly the parcel is used as a concrete <br />batch plant, which includes the temporary installation of portable concrete batching <br />equipment, delivery of aggregate, mixing of product and hauling concrete to the <br />reconstruction site. This use can reduce the time that trucks are hauling, the potential <br />congestion on County Road C, D, and Cleveland, the length of trips and fuel used on this <br />project, and effectively/efficiently recycles the former roadway for re-use as base <br />material. <br /> <br />4.3 The Meritex property is located in an industrial area, which will have minimal impact on <br />the surrounding properties and uses. There are no residential uses within 1,100 feet of the <br />proposed temporary site. Truck hauling activity can be provided from either Walnut <br />Street via County Road C or from Terminal Road/Long Lake Road via County Road C. <br /> <br />4.4 In 1998, the County requested approval to establish a recycling area at Kent Street near <br />Larpenteur Avenue. The Council denied the permit. In 2000, the County applied again, <br />(later to withdraw the request), this time pointing out that Roseville residential uses were <br />at least 1000 feet from the crushing operation, the county could control the dust and <br />watering, the trucking flow would have minimal backing, and the hours of operation <br />could be limited, and the County would notify residents in the neighborhood before <br />beginning the crushing cycles. Sound levels were estimated at 57 to 64 decibels at 1000 <br />feet, whereas background noise (near the freeway) can vary from 62 decibels to 65 <br />decibels. The MPCA normal maximum for daytime sound in a residential area is 60 <br />decibels. (By comparison, a rock concert can reach up to 110 decibels, a jet airplane up to <br />120 decibels.) <br /> <br />4.5 Section 1012.09A states: The City Council may authorize an Interim Use Permit of <br />property. Interim uses may not be consistent with the land uses designated on the adopted <br />Land Use Plan. They may also fail to meet all of the zoning standards established for the <br />district within which it is located. <br /> <br />4.6 Section 1012.09B states: The City Council may attach conditions to Interim Use Permits. <br />In reviewing Interim use Permit applications, the City will establish a specific date or <br />event that will terminate the use on the property. The Council will also determine that the <br />approval of the interim use would not result in adverse effects on the public health, safety, <br />and general welfare, and that it will not impose additional costs on the public if it is <br />necessary for the public to take the property in the future. <br /> <br />PF3616_RCA_022805.doc\ Page 2 of7 <br />
