The home, a 1950's initial construction, been modified on several <br />occasions, but was initially constructed with the "standard single stall garage of that era. <br />Since the initial construction, family need has given rise to greater storage needs, <br />especially in situations where more than one family member drives a vehicle. The <br />existing attached single stall at 16 feet wide by 22 feet deep and located 5 feet from the <br />side (north) prope11y line, cannot be properly expanded to create even a modest two stall <br />attached garage. The garage was constructed at a greater setback than required by the <br />Code, 45 feet versus 30 feet. However, constructing even the modest garage on to the <br />front of the existing garage cannot meet the required setback. The Staff has determined <br />that the plight of the landowner is due to circumstances unique to the property not <br />created by the landowner. <br /> <br />5.11 The variance, if eranted, will not alter the essential character of the locality: The <br />placement of a detached accessory building 23 feet from the front property line is unique <br />to the neighborhood, but will be architecturally designed to complement the existing <br />home. The structure will not create an adverse impact on adjacent properties, or the <br />adjacent neighborhood. The Staff has determined that the allowance of a <br />VARIANCE to Section 1004.01A6 and 1004.016 of the Roseville City Code will not <br />alter the essential character of the locality, nor adversely affect the public health, <br />safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 The Staff recommends approval of a 315 sq. ft. VARIANCE to Section 1004.01A6 <br />(Maximum Total Surface Area) and a 7 foot VARIANCE to Section 1004.016 <br />(Residential Dimensional Requirements - Front Yard Setback) of the Roseville City <br />Code to allow the construction of a 462 sq. ft. attached garage 23 feet from the front <br />property line adjacent to Fernwood Street, based on the findings in Section 5 and the <br />following conditions: <br /> <br />a. The attached garage shall be set back a minimum of 23 feet from the front yard <br />propeI1y line adjacent to Fernwood Street. <br /> <br />b. The attached garage shall be limited to a width of 21 feet, a depth of 22 feet and a <br />size not to exceed 462 sq. ft. <br /> <br />c. Impervious coverage for the parcel be limited to 3,540 square feet. <br /> <br />d. The structure shall be used for vehicle and personal storage needs. The structure <br />shall not be used as a home occupation or commercial business. <br /> <br />e.
