The City Council, at its discretion, may waive or reduce the <br />requirements of this chapter when the proposed land use includes a City assisted <br />development or redevelopment area or achieves some other public purpose and the <br />requirements would create a financial hardship for the projects. <br /> <br />Subd. 11. Special Fund. Any cash contribution received in lieu of a dedication of <br />land shall be placed in a special fund and used only for park, playground, open space, <br />trail, or recreational purposes other than ongoing operation or maintenance. <br /> <br />Subd. 12. Re-platting. If a parcel has previously been part of an application in which <br />a full park dedication or a cash contribution in lieu of dedication was made, then the park <br />dedication requirements of this chapter shall apply only on the expanded use of the <br />parceL The applicant has the burden to prove that a previous land dedication or cash <br />contribution occurred. <br /> <br />6 <br />
