<br /> <br /> <br /> <br /> <br /> <br />a. fee is <br />and/or development and/or improvement of neighborhood and <br />community parks to provide both passive and active recreational <br />opportunities to the residents of Roseville in order to improve quality of <br />life and for the public health, welfare and benefit. New and <br />redevelopments within the City generates a need for added and improved <br />facilities and an increased demand upon existing facilities. This constitutes <br />a necessity to provide funding for such new and lor improved facilities <br />meeting established standards for such developments and <br />redevelopments. <br /> <br /> <br />2. Benefits <br />a. Increased funding for Park and Recreation Infrastructure equates to a <br />more desirable place to live, work and play. <br /> <br />b. Allows an opportunity for the Community and Target to work together to <br />create a more desirable place for all. <br /> <br />c. This is consistent with the City Policy/Vision that was communicated <br /> <br />3. Factual Support - General incremental increase in use of Park and <br />Recreation System based upon the following: <br />a. Increase of 36 employees - it is estimated that approximately 20% of <br />employees that live outside the City are anticipated to participate in <br />leagues, have picnics in the park, walk the trails, etc. <br /> <br />b. Increase of 23,741 square feet of sales space translates into: <br />additional merchandise, additional sales, additional employees, <br />additional shoppers, additional strain and ultimately additional use of <br />the Park and Recreation System. <br /> <br />c. Increase in sales transactions by 41 % translates into additional <br />shoppers coming into the City, therefore it is anticipated that there may <br />be an increase in the use of Park and Recreation System by <br />approximately 20% in various ways <br /> <br />d. New trip generation to the Super Target Store is anticipated at 381 per <br />day which may involve more than one person at any time and <br />ultimately it is anticipated that approximately 20% of those folks will <br />use the Parks and Recreation System <br /> <br />e. The site has not paid Park Dedication in the past because the original <br />Target site predated the Park Dedication Ordinance. <br />
