Human Rights Commission Minutes
January 21, 2015 – Draft Minutes
Chair Groff asked when the City Council meetings were in March.
92
93
Ms. Collins stated March 16 would work for the Council to be able to attend. It is spring break
94
so attendance may be affected.
95
96
It was the consensus of the Commission to try and schedule a mental health program on March
97
16.
98
99
Commissioner Carey asked how the event would be advertised.
100
101
Ms. Collins stated the City would promote the event once the details have been determined.
102
103
Commissioner Slade stated if the event is open to the public, then NAMI would also promote it.
104
105
Ms. Collins stated the Chief had extended an invite to the Commissioners to attend the mental
106
health training that the officers receive.
107
108
c.Essay Contest Update
109
110
Commissioner Singleton stated there had been a miscommunication in what the question was
111
and how the students were to apply the question. The Essay Committee had decided to review
112
all of the essays and grade them but also follow up with the school to see where the
113
miscommunication occurred and what they would need to do in the future to ensure it does not
114
happen again. There are two distinct sets of essays: those that answered the points and those that
115
went a different direction.
116
117
Commissioner Bachhuber stated the Essay Committee had read all the essays and graded them
118
using the rubric that had been used previously but because there were two distinct types of essays
119
she developed a rubric that could be used to grade all of them. If the essay answers the question
120
then the first portion of the rubric is used but if it goes a different direction then use the bottom
121
rubric. All the Commissioners will be asked to read the top 10 essays and grade them using this
122
rubric. The top three will be the winners.
123
124
Commissioner Becker asked if the winning essay was one that did not directly answer the
125
question if the Commission would still forward this to the League of MN Human Rights
126
Commissions because it would not meet the criteria they set.
127
128
Commissioner Bachhuber suggested the Commission could select two that address the question
129
and one that does not but was still an excellent essay.
130
131
Commissioner Singleton stated the League might be receptive to reviewing an essay that did not
132
directly answer the question as long as they are made aware of the situation. He said he would
133
talk to the League President.
134
135
