Human Rights Commission Minutes <br />January 21, 2015 – Draft Minutes <br />Page 4 of 8 <br />Commissioner Becker expressed concerns about awarding a cash prize to someone who did not <br />136 <br />meet the essay criteria. The Commission should determine what happened and if it is school or <br />137 <br />teacher specific. <br />138 <br />139 <br />Chair Groff stated the Commission should grade the essays first because these concerns might <br />140 <br />not be warranted. <br />141 <br />142 <br />Commissioner Becker asked if the school district could take a look at the essays to determine if <br />143 <br />there was a specific school or teacher the Commission should reach out to. He suggested <br />144 <br />moving forward using the rubric provided by Commissioner Bachhuber and any problems that <br />145 <br />are identified can be discussed by the Commission. <br />146 <br />147 <br />Ms. Collins stated the Commission has two (2) weeks to read and grade the essays. <br />148 <br />149 <br />Commissioner Bachhuber moved and Commissioner Slade seconded a motion to approve <br />150 <br />using the proposed rubric presented by Commissioner Bachhuber and follow-up with any <br />151 <br />problems that arise. The motion passed unanimously. <br />152 <br />153 <br />d.Consideration of Committee Reconstruction <br />154 <br />155 <br />Commissioner Singleton reviewed the background on the creation and use of committees. He <br />156 <br />stated there should be a good reason why the By-Laws should be amended and he asked for <br />157 <br />specifics on what was not working and what alternatives were available. At this time he would <br />158 <br />not support amending the By-Laws because there is not sufficient information. <br />159 <br />160 <br />Chair Groff stated in the past there had been so many committees that they were meeting several <br />161 <br />times a month and it was not an efficient way to operate. He stated he felt when the work was <br />162 <br />divided into committees there was less getting done. <br />163 <br />164 <br />Commissioner Thao stated under the committee structure there were more meetings and she feels <br />165 <br />that this current Commission is getting as much done as they had utilizing the committee <br />166 <br />structure. She suggested everyone review the By-Laws before making any changes and she <br />167 <br />would not support any changes to the By-Laws at this time because there is not enough <br />168 <br />information. <br />169 <br />170 <br />Commissioner Bachhuber stated Commissioners had been assigned to committees when they <br />171 <br />started but to her knowledge none of these committees have met. Most of the current ideas, <br />172 <br />programs, and initiatives that the Commission is working on would not fall under the scope of <br />173 <br />the existing committees and if they do then the Commissioner that is working on it is not part of <br />174 <br />that particular committee. <br />175 <br />176 <br />Ms. Collins stated Councilmember Laliberte liked the direction the Commission was going by <br />177 <br />taking a more organic project based approach. She liked that Commissioners had projects and if <br />178 <br />they needed help they could ask the Commission. <br />179 <br />180 <br /> <br />
