<br /> <br />Memo <br /> <br />To: City of Roseville Board of Adjustments <br /> <br />cc: Dennis Welsch, Community Development Director <br />From: Debra Bloom, City Engineer <br />Date: 3/3/2005 <br /> <br />Re: County Road C Phase II reconstruction Project- Fence Variance Request <br /> <br />Ramsey County is preparing plans for Phase II of the County Road C reconstruction project. This <br />project is located between Snelling Frontage Road and Oxford Street. Federal funds have been <br />allocated, and construction is scheduled to commence after Phase I construction is completed. This is <br />anticipated to be 2006. The tederal funding for this project has a sunset date of March 31, 2005. All <br />approvals and right- of- way must be secured by this deadline or $4,000,000 in funding will be lost. <br /> <br />The project, as approved by the City Council, includes the widening of the road from its current 4 lane <br />cross section to a 5 lane cross section. Due to the railroad on the south side of County Road C, all of <br />the widening impacts will be on the north side of the street. <br /> <br />In 2001, the City of Roseville went through a streetscape master planning process for County Road C. <br />After completion of the master plan, the City of Roseville received federal funding to implement <br />streetscape improvements following the County's County Road C reconstruction project. The City <br />has scheduled this project for 2007. Throughout the road project planning Ramsey County has been <br />working with City staff to set the foundation for the streetscape project. We have been following the <br />recommendations of the streetscape manual whenever decisions are made in the reconstruction <br />project. These recommendations include; improve the appearance of fences, add landscape, and <br />provide additional buffering for residential areas. <br /> <br />When Ranlsey County came forward with a final design for the new County Road C, we were very <br />concerned about the impacts to the residential properties located along the north side of County Road <br />C. The proposed street cross section is being widened from 4 lanes to 5 lanes. The corridor also has a <br />sidewalk on the north side of the street. This corridor is constrained by the Railroad to the south of the <br />road; any widening of the road would require purchase of right- of- way from properties to the north. <br /> <br />The area of this project north of the road between Pascal Street and Sheldon Street, abuts 10 existing <br />single family homes.
